Foreign languages I read in your paper dated May 17, 1996, an article called "Secondary school English classes not effective," and would like to make the following comments. It must be clearly understood that Indonesia does not have or practice a second language. The country recognizes only one language -- Bahasa Indonesia. English is a foreign language, like Dutch, German, Japanese, Mandarin and Arabic, but English is the first foreign language used officially and for foreign communication.

Lippo Life pays dividends JAKARTA (JP): The shareholders of PT Lippo Life, an insurance arm of the Lippo Group, yesterday approved the dividend payment of Rp 35 (1.4 U.S. cents) per share from its 1995 profits, far below 1994's Rp 60 dividends. The company, however, said in a statement that 1995's total dividends amounted to Rp 6.7 billion or 233 percent above the previous year's figure of only Rp 2.3 billion. Fraud From Republika I want to relate a peculiar story about fraud that happened in Yogyakarta lately. The victims were mostly women wearing Moslem head scarves. A plump, dark-skinned woman, with curly hair and heavy eye- brows, who could speak Balinese dialect, tried to convince her victims that she was from Bali. Investigation proved she was a resident of Yogyakarta. She was capable of enchanting her victims with her soft and friendly voice.

5% tax on land sales JAKARTA (JP): The sale by individual taxpayers of any land worth less than Rp 60 million (US$25,445) is now subject to a 5 percent final income tax, a new ruling states. According to Finance Minister Decree No. 392/KMK.04/1996, dated June 5, foundations and other similar organizations are also subject to the same rate of income tax when they sell their lands for less than Rp 60 million. CP Prima's rights issue JAKARTA (JP): PT Central Proteinaprima (CP Prima) yesterday obtained approval from its shareholders to issue rights shares to raise funds of Rp 27 billion (US$11.4 billion). A company director, Johannes Sudirto, announced after an extraordinary shareholders meeting yesterday that for the issue, holders of 20 old shares will be eligible to buy one new share at Rp 1,800. The company's shares closed at Rp 2,250 on the Jakarta Stock Exchange yesterday.

Eddy Tansil escape no surprise From Jayakarta Eddy Tansil's recent escape from Cipinang prison wasn't surprising. Anything can happen in Indonesia. What did surprise me was that just when the justice minister wanted to transfer Eddy Tansil to Nusakambangan prison in Central Java, the Cipinang warden let him walk out. What is really going on here? Two things, I believe, led to Tansil's escape. First, the prison chief might have received enough money from Eddy Tansil to support him for life.

177 youths arrested at Lembang rave BANDUNG (JP): Police raided a drug party yesterday in Lembang, about 15 kilometers north of here, rounding up 177 people between the ages of 20 and 24. Various types of drugs and 77 cars were confiscated during the dawn raid, which was led by Bandung police precinct chief Lt. Col. Rusbagio, West Java police chief Maj. Gen. Nana S. Permana said 59 of those rounded up were women.

State firms to help finance N-2130 JAKARTA (JP): Minister of Agriculture Sjarifudin Baharsjah said on Tuesday that state firms overseen by his office will help finance the production of N-2130 jet aircraft by state-owned PT Industri Pesawat Terbang Nusantara (IPTN). Sjarifudin said that Rp 73 billion (US$31.74 million) will be contributed by the state firms for the project.

No change in duties on propylene NEW YORK (Reuter): PT Tri Polyta Indonesia said aggregate duties on propylene and polypropylene will not change as a result of the tariff package announced by the Indonesian government on June 3. However, the company said in a statement released in New York Wednesday that its propylene imports will become subject to a tariff. And the effective tariff for polypropylene converters which have been granted an incentive exemption will double.

Chiyoda wins RI order TOKYO (AFP): Japan's Chiyoda Corp. said yesterday it had received a US$400 million-$500 million order from PT Smelting Co. to design and build a copper refinery in Indonesia. The major Japanese plant engineering firm said the construction of the refinery, with annual capacity of 200,000 tons, was scheduled to be completed by late 1998. Smelting Co. is a joint venture between Mitsubishi Materials Corp. and PT Freeport Indonesia, set up in February 1996.

Japan wants to avoid taking RI to WTO TOKYO (Reuter): Japan has no plans yet to file a complaint with the World Trade Organization (WTO) over Indonesia's "national car" policy and will continue talks on the issue, a trade ministry official said yesterday. Indonesia is offering tax and tariff concessions to an Indonesian company, in cooperation with a South Korean firm, that will produce the car, something Japan considers unfair to Japanese companies and in violation of WTO free-trade rules.
