PT Hutama Karya (Persero) (Hutama Karya) is currently developing several mega strategic projects under the Kerja Sama Pemerintah dan Badan Usaha (KPBU) scheme. This approach forms a core pillar of the company’s portfolio diversification to reduce dependence on government assignments, and to address the government’s budget constraints in accelerating infrastructure development nationwide.

As of mid-2026, Hutama Karya has successfully managed four large KPBU projects, including the Anggrek Port in Gorontalo, which is now in operation and development, and the Vehicle Testing and Certification Proving Ground (Balai Pengujian Perangkat Kendaraan Bermotor) in West Java, which has been completed and has been operating since August 2025. In addition, the Trans Papua Highway, Jayapura-Wamena segment in the Papua Highlands, and the Sitinjau Lauik Flyover in West Sumatra are currently under construction. An associated subsidiary, PT Hutama Karya Infrastruktur (HKI), is also strengthening group synergies through involvement in the KPBU Jalan Tol Bogor-Serpong project. This strategic project is expected to boost connectivity between regions and strengthen HKI’s toll road portfolio; currently the project is in the planning and design stage.

The KPBU scheme is positioned as a strategic instrument that enables Hutama Karya to be involved end-to-end, covering planning, financing, construction, and operation. The company’s dominance in this sector is underpinned by a robust financial capability to meet equity requirements and the technical experience to execute national strategic projects.

“In the face of an economy demanding efficiency, the KPBU scheme is the answer to infrastructure needs that are of high quality without placing excessive burden on public finances,” said Hamdani, Acting Executive Vice President (EVP) Corporate Secretary of Hutama Karya, in a written statement dated Tuesday (19 May 2026).

“We ensure every project managed not only has measurable financial viability, but also delivers a real multiplier effect for connectivity and national economic growth in the long term,” Hamdani added.

Here are Hutama Karya’s three major KPBU projects being developed:

  1. Trans Papua Road, Jayapura-Wamena segment

The Trans Papua Road project, Jayapura-Wamena Segment, Mambramo - Elelim in the Papua Highlands, valued at Rp 3.3 trillion, will be built to span 50.14 km. It will serve as a vital artery connecting three provinces and eight regencies. The project is expected to improve accessibility, streamline logistics distribution, bolster regional economies, and promote Papuan prosperity.

The involved entities are PT Hutama Karya (Persero) and PT Hutama Mambelim Trans Papua (HMTP), a Badan Usaha Pelaksana (BUP) formed by a consortium between Hutama Karya and HKI.

  1. Sitinjau Lauik Flyover in West Sumatra

This project involves PT Hutama Panorama Sitinjau Lauik (PT HPSL) as the Badan Usaha Pelaksana (BUP), formed by a consortium of Hutama Karya (55%) and Hutama Karya Infrastruktur HKI (45%). The project is valued at Rp 2.793 trillion and is expected to be completed within 2.5 years of construction and 10 years of operation.

Work includes technical planning, construction of road and bridge (flyover) spanning 2.774 km, and maintenance during the operational period.

Upon completion, the Sitinjau Lauik Flyover is expected to provide significant benefits for the people of West Sumatra, including improved inter-regional connectivity, faster mobility, easier access to public facilities, and reduced traffic accident risk along the Padang-Solok route, which is known for its challenging conditions, making journeys safer and more comfortable.

  1. Bogor-Serpong Toll Road

This toll road project has an investment value of Rp 8.95 trillion with a total construction value of Rp 5.27 trillion. The road would shorten Serpong-Bogor travel time from typically 2-3 hours to around 1 hour, or even 45 minutes in some cases.

PT Hutama Karya Infrastruktur (HKI) participates in the development of the Bogor-Serpong Toll Road (via Parung), which is part of the Jakarta Outer Ring Road (JORR) III. HKI is a member of the consortium Badan Usaha Jalan Tol (BUJT) PT Bogor Serpong Infra Selaras (BSIS), alongside PT Persada Utama Infra, PT Jasa Marga (Persero) Tbk, and PT Adhi Karya (Persero) Tbk.
