"summary": "Hutama Karya is accelerating three large-scale KPBU projects not funded by the state budget, spanning Papua, West Sumatra, and the Bogor-Serpong corridor, as part of a portfolio-diversification strategy amid budget constraints. The group notes that four KPBU projects have already advanced to operation or construction, including Anggrek Port in Gorontalo and the Vehicle Testing and Certification Proving Ground in West Java. KPBU is presented as an end-to-end delivery model supported by strong equity capacity and technical expertise.",
