Recurring Violence at Akpol: Polri Reveals Factors from Militaristic Curriculum to Budget Shortfalls
Acting Head (Plt) of the Polri Education and Training Centre (Kalemdiklat), Inspector General Andi Rian, has revealed several crucial obstacles in efforts to break the cycle of violence in police education environments, particularly at Akpol. Andi Rian stated that remnants of a militaristic curriculum and budget deficits are the root issues currently being dissected.
Andi Rian disclosed that in 2025, there were four recorded cases of violence at Akpol, with the perpetrators receiving demotion sanctions. However, he emphasised that Lemdiklat is now focusing on dissecting the root causes to prevent recurrences.
“This is the most crucial evaluation. In 2025, we recorded four violence cases at Akpol, where the perpetrators were given demotion sanctions. Lemdiklat does not merely punish, but dissects the recurring violence cycle,” said Andi Rian during a Hearing with Commission III of the DPR RI on Thursday (2/4/2026).
According to Andi Rian, this violence cycle is triggered by several structural factors, starting from the dominance of physical elements in the curriculum to a closed rigid seniority culture.
“The root problems are supported by remnants of a militaristic curriculum that is overly dominant in physical aspects, violence disguised as discipline training, rigid seniority in the form of a code of silence, and deficits in anti-violence training capacity among our supervisory staff,” he explained.
In its efforts to transform in 2026, Lemdiklat Polri admits to facing four major challenges. The first obstacle is the still fragmented education system, separated based on Perkap Number 14 of 2015.
The second obstacle, most spotlighted, is the budget issue. Andi Rian revealed that the 2026 budget allocation for the Polri Human Resources Professionalism Programme is only Rp1.25 trillion.
“If we examine this figure, it certainly contradicts several existing regulations, including the National Education System Law, where at least 20% should be allocated. This figure is certainly very disproportionate considering our burden of producing all police human resources. Lemdiklat oversees 48 education units, Sir,” said Andi Rian.
The third and fourth obstacles relate to the curriculum not yet implementing Outcome-Based Education and uneven educator competencies. It is recorded that out of 5,362 educators, 2,244 have not been certified. The same applies to supervisors, where 2,226 out of 3,787 personnel do not hold supervision certification.
To break the chain of violence and improve graduate quality, Lemdiklat Polri has established five concrete efforts, including transforming the Polri Education System into an integrated ecosystem or Centre of Excellence. Through the 2026 education theme based on morals and literacy, Andi Rian hopes that Lemdiklat Polri can produce personnel who are not only disciplined but also capable of being guardians of life and fighters for humanity.
“The first step, we are transforming the Polri Education System from the old fragmented pattern into an integrated ecosystem, Centre of Excellence, where education now becomes an inseparable part of career development and centralised control under Lemdiklat,” he concluded.
