        "content": "<p>Acting Head (Plt) of the Polri Education and Training Centre\n(Kalemdiklat), Inspector General Andi Rian, has revealed several crucial\nobstacles in efforts to break the cycle of violence in police education\nenvironments, particularly at Akpol. Andi Rian stated that remnants of a\nmilitaristic curriculum and budget deficits are the root issues\ncurrently being dissected.<\/p>\n<p>Andi Rian disclosed that in 2025, there were four recorded cases of\nviolence at Akpol, with the perpetrators receiving demotion sanctions.\nHowever, he emphasised that Lemdiklat is now focusing on dissecting the\nroot causes to prevent recurrences.<\/p>\n<p>\u201cThis is the most crucial evaluation. In 2025, we recorded four\nviolence cases at Akpol, where the perpetrators were given demotion\nsanctions. Lemdiklat does not merely punish, but dissects the recurring\nviolence cycle,\u201d said Andi Rian during a Hearing with Commission III of\nthe DPR RI on Thursday (2\/4\/2026).<\/p>\n<p>According to Andi Rian, this violence cycle is triggered by several\nstructural factors, starting from the dominance of physical elements in\nthe curriculum to a closed rigid seniority culture.<\/p>\n<p>\u201cThe root problems are supported by remnants of a militaristic\ncurriculum that is overly dominant in physical aspects, violence\ndisguised as discipline training, rigid seniority in the form of a code\nof silence, and deficits in anti-violence training capacity among our\nsupervisory staff,\u201d he explained.<\/p>\n<p>In its efforts to transform in 2026, Lemdiklat Polri admits to facing\nfour major challenges. The first obstacle is the still fragmented\neducation system, separated based on Perkap Number 14 of 2015.<\/p>\n<p>The second obstacle, most spotlighted, is the budget issue. Andi Rian\nrevealed that the 2026 budget allocation for the Polri Human Resources\nProfessionalism Programme is only Rp1.25 trillion.<\/p>\n<p>\u201cIf we examine this figure, it certainly contradicts several existing\nregulations, including the National Education System Law, where at least\n20% should be allocated. This figure is certainly very disproportionate\nconsidering our burden of producing all police human resources.\nLemdiklat oversees 48 education units, Sir,\u201d said Andi Rian.<\/p>\n<p>The third and fourth obstacles relate to the curriculum not yet\nimplementing Outcome-Based Education and uneven educator competencies.\nIt is recorded that out of 5,362 educators, 2,244 have not been\ncertified. The same applies to supervisors, where 2,226 out of 3,787\npersonnel do not hold supervision certification.<\/p>\n<p>To break the chain of violence and improve graduate quality,\nLemdiklat Polri has established five concrete efforts, including\ntransforming the Polri Education System into an integrated ecosystem or\nCentre of Excellence. Through the 2026 education theme based on morals\nand literacy, Andi Rian hopes that Lemdiklat Polri can produce personnel\nwho are not only disciplined but also capable of being guardians of life\nand fighters for humanity.<\/p>\n<p>\u201cThe first step, we are transforming the Polri Education System from\nthe old fragmented pattern into an integrated ecosystem, Centre of\nExcellence, where education now becomes an inseparable part of career\ndevelopment and centralised control under Lemdiklat,\u201d he concluded.<\/p>",
