PSI: Responding to JAKI Reports with AI-Generated Photos Damages Public Trust
Member of Commission A of the DKI Jakarta DPRD, Kevin Wu, has highlighted a public report on illegal parking submitted via the JAKI app that was responded to with a photo suspected to be an artificial intelligence (AI) fabrication. He assesses that this damages public trust in the local government.
“I believe this is not merely a technical error, but concerns the integrity of public services. The JAKI app was created as an official channel for citizen complaints, so every response from government officials must be factual, accountable, and reflect the actual on-the-ground conditions,” Kevin told reporters on Tuesday (7/4/2026).
This PSI politician stated that JAKI is an official public complaint service app created by the Jakarta Provincial Government. Responses to public complaints should be accountable and not deceive the people.
“If it is true that a citizen’s report on illegal parking was responded to with an AI-based photo that does not reflect the real conditions, this falls into the category of misleading or deceptive. In the context of public services, this can be seen as a form of deception towards citizens, as the government gives the impression that the problem has been handled, when it may not be,” he continued.
According to him, responding to citizen reports with fabricated photos is excessive and intolerable. Because such actions have damaged public trust.
“I see this action as excessive and intolerable, as it damages public trust. Trust is the main foundation in the relationship between government and citizens. If this is allowed to continue, the public could become apathetic and no longer trust official complaint channels like JAKI,” he said.
For this reason, he urges an investigation and firm sanctions against the individuals who damaged public trust.
“Regarding sanctions, I urge the inspectorate to conduct an objective and transparent examination. If there is proven intent or manipulation, then firm sanctions are needed, at minimum a severe verbal reprimand to written, job evaluation, even dismissal if it is proven to violate the principles of integrity and ethics of civil servants,” he stated.
Furthermore, Kevin conveyed that this incident also serves as a momentum for the DKI Jakarta Provincial Government to conduct a comprehensive evaluation. He also requests regular audits of JAKI app responses.
“In addition, this must become a momentum for comprehensive evaluation. The DKI Provincial Government needs to create guidelines for the use of technology, including AI, in public services, so that it is not misused,” he explained.
“Do not let technology that should help be used to cover up problems. In the future, I also encourage regular audits of JAKI responses, so that every citizen report is truly followed up in a real manner, not just answered administratively. The principle is, citizens need real solutions, not manipulative responses,” he added.
PPSU Officer Sanctioned with SP1
It has recently been revealed that the uploader of the AI photo was a PPSU officer. Siti, as the Lurah of Kalisari, Pasar Rebo, East Jakarta, has been examined by the Inspectorate following the report on illegal parking via the JAKI app that was responded to with a suspected AI photo. She has apologised for the issue.
“We apologise profusely for this incident. This becomes a lesson for us so that it does not happen again in the future. The officer in question has been given SP1 and made a statement not to repeat the action,” Siti said in a statement on Monday (6/4).
Siti said the PPSU officer was following up on a public report regarding illegal parking that came through the JAKI app. However, in the process, the officer uploaded a fabricated photo as if the location had been tidied up and was free from illegal parking.
“This action then went viral on social media. I have asked that in the future, if there are problems or obstacles in the field, to immediately report so that solutions can be found,” she said.
Siti stated that reports of illegal parking in her area often occur. Handling is usually done together with Satpol PP, but in some cases also handled by PPSU officers if the report is forwarded to the Transportation Sub-District Office and then back to the kelurahan.
“This problem will be discussed together so that it does not recur in the future,” she said.
