In linguistic terms, Nuzulul Qur’an means the revelation of the Qur’an. In Indonesia, Nuzulul Qur’an is commemorated by Muslims and is a major religious day organised by the government. To the author’s knowledge, such commemorations are unique to Indonesia. This underscores the government’s strong commitment and support for religious communities, including Muslims.

From historical and theological perspectives, there are four stages in the Qur’anic revelation:

First, the Qur’an descended from the Sidrat al-Muntaha to the heavens, arriving with its complete arrangement. Some exegesists refer to this event as Lailatul Qadr.

Second, the Qur’an descended from the heavens to the Prophet Muhammad via the Angel Gabriel. It was revealed gradually over more than 22 years (610–623 CE). The first verses were Surah Al-’Alaq (96:1–5), revealed on 17 Ramadan while the Prophet Muhammad dwelt in the Cave of Hira. The final verses revealed were Surah Al-Ma’idah (5:3) during the Prophet’s Farewell Pilgrimage. This first revelation also marked Muhammad’s appointment as Rasulullah (Messenger of God).

Third, the process whereby the Prophet conveyed the revelations to the companions and commanded them to write them down on various media. The companions wrote on media such as palm fronds, bones, and other materials. Those who heard from the Prophet taught others. This process became the beginning of the tradition of reading and writing, the tradition of learning and the early education in the Islamic world.

Fourth, the process of Muslims performing tilawat al-Qur’an. According to Abdullah Yusuf Ali (1872–1953) in The Meaning of The Holy Qur’an (1995), tilawat al-Qur’an comprises four components: reading, understanding, applying personally, and propagating, embodying, and proving the truth of the Qur’an in life.

Historically and theologically, the first three processes are complete. The fourth process remains to be carried out. This process never ends.

Ramadan is the month of Nuzul al-Qur’an and tilawat al-Qur’an, a month of education as we learn and teach the Qur’an. The Prophet Muhammad said: “The best among you are those who learn and teach the Qur’an” (hadith reported by Bukhari from Uthman bin Affan).
