Mitra Plumbon Hospital Group Secures Financing from ADB
Jakarta, CNBC Indonesia - PT Mitra Plumbon Healthcare (Mitra Plumbon) and the Asian Development Bank (ADB) have signed a loan agreement of up to IDR 415 billion (equivalent to US$25 million) to expand access to affordable and quality healthcare services in underserved areas of Indonesia. The financing will support the construction of a new hospital in Batang, Central Java, and the development of an outpatient building in Cirebon, West Java.
This funding represents a significant milestone for Mitra Plumbon following its strategic partnership with Growtheum Capital Partners (GCP) in 2023, which aims to accelerate the expansion of bed capacity and improve operational standards. The availability of hospital beds in Indonesia is still among the lowest in Southeast Asia, with significant disparities between regions.
While Jakarta and major cities are relatively well-served, many rapidly growing cities still face limitations in hospital infrastructure, long travel times, and limited access to specialist and sub-specialist services.
CEO of Mitra Plumbon Healthcare, Dr. Festus Susilo, said that as a private hospital group focused on JKN patients, providing high-quality services to those in need is a key mission.

Meanwhile, ADB Country Director for Indonesia, Bobur Alimov, said that health is a priority for the community. According to him, sustainable development can only be achieved when people are healthy.
“Although Indonesia has made significant progress towards near-universal health coverage, access to quality hospital services still needs to be strengthened in some areas. This project will certainly help address the existing gaps. Through a partnership with Mitra Plumbon, we want to ensure that high-quality healthcare services reach the communities that need them most,” he added.
This project will add 350 hospital beds, create new jobs for local communities, and expand inpatient and outpatient services in areas with low bed availability.
Mitra Plumbon currently operates seven hospitals in West Java and serves a majority of JKN-BPJS Kesehatan patients. In April 2025, Mitra Plumbon Hospital in Cirebon obtained Joint Commission International (JCI) accreditation, an internationally recognised standard for measuring the quality of hospital services.
This Sustainability-Linked Loan is the first in Indonesia’s healthcare sector, with financial incentives linked to the achievement of performance targets in the areas of climate, social and gender. These targets include the implementation of renewable energy in hospitals, an increase in the number of female doctors and nurses, and the expansion of access to healthcare services for JKN-BPJS Kesehatan patients.
