Jakarta (ANTARA) - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid continues to promote the digital transformation of land services as a strategic step to improve transparency, efficiency, and accountability in land administration management.

“The Ministry of ATR/BPN continues to promote the digital transformation of land services as a strategic step to improve transparency, efficiency, and accountability in land administration management. Digital transformation must go hand in hand with strengthening security aspects and legal certainty. ATR/BPN has implemented multi-layered security systems through digital authentication, certified electronic signatures, and national server-based data encryption,” said Nusron during the Working Meeting of Commission II of the House of Representatives (DPR RI) in Jakarta on Tuesday.

Regarding the digitalisation of services based on applicant access statistics, he continued, 83 percent of land service files come from the top three services: rights transfer, information services, and mortgage rights.

Two of the top three services—mortgage rights and land information services—have been implemented electronically, while rights transfer services have been carried out in a hybrid manner.

The positive aspects of implementing electronic services for the public include: reducing the public’s obligation to visit land offices, thereby cutting queues by up to 80 percent; eliminating the risk of certificate loss due to flooding, natural disasters, and damage; ensuring the authenticity of certificates, with no more fake certificates; ease of access to electronic certificates and more secure land data information; and preserving the authenticity of documents.

“Digitalisation of land services is not merely a technological transformation but a strategic step towards modern, transparent, accountable, and sustainable land governance. Electronic certificates and digital-based services provide legal certainty, data security, and ease of access for the public while enhancing the integrity of the national land system,” said Nusron.

The transition from analogue systems to electronic systems is a response to contemporary challenges, from risks of natural disasters and archive damage to land mafia practices and demands for efficiency and excellent public services. As of March, the achievement of electronic certificates reached 7.6 million certificates or 7.8 percent of the certificates issued by the Ministry of ATR/BPN.

For information, Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid stated that electronic land certificates should facilitate the public.

He also emphasised that the government will strive to protect the public’s valuable documents, including electronic land certificates.

Thus, they do not need to fear being hacked or targeted by hackers. In securing electronic land certificates, the Ministry of ATR/BPN backs up the data in four layers, and the physical copies are also stored securely.

Nusron also conveyed that the update of land services to electronic format is currently progressing, with 28 percent having undergone migration.
