        "content": "<p>Jakarta (ANTARA) - Minister of Agrarian Affairs and Spatial\nPlanning\/Head of the National Land Agency (ATR\/BPN) Nusron Wahid\ncontinues to promote the digital transformation of land services as a\nstrategic step to improve transparency, efficiency, and accountability\nin land administration management.<\/p>\n<p>\u201cThe Ministry of ATR\/BPN continues to promote the digital\ntransformation of land services as a strategic step to improve\ntransparency, efficiency, and accountability in land administration\nmanagement. Digital transformation must go hand in hand with\nstrengthening security aspects and legal certainty. ATR\/BPN has\nimplemented multi-layered security systems through digital\nauthentication, certified electronic signatures, and national\nserver-based data encryption,\u201d said Nusron during the Working Meeting of\nCommission II of the House of Representatives (DPR RI) in Jakarta on\nTuesday.<\/p>\n<p>Regarding the digitalisation of services based on applicant access\nstatistics, he continued, 83 percent of land service files come from the\ntop three services: rights transfer, information services, and mortgage\nrights.<\/p>\n<p>Two of the top three services\u2014mortgage rights and land information\nservices\u2014have been implemented electronically, while rights transfer\nservices have been carried out in a hybrid manner.<\/p>\n<p>The positive aspects of implementing electronic services for the\npublic include: reducing the public\u2019s obligation to visit land offices,\nthereby cutting queues by up to 80 percent; eliminating the risk of\ncertificate loss due to flooding, natural disasters, and damage;\nensuring the authenticity of certificates, with no more fake\ncertificates; ease of access to electronic certificates and more secure\nland data information; and preserving the authenticity of documents.<\/p>\n<p>\u201cDigitalisation of land services is not merely a technological\ntransformation but a strategic step towards modern, transparent,\naccountable, and sustainable land governance. Electronic certificates\nand digital-based services provide legal certainty, data security, and\nease of access for the public while enhancing the integrity of the\nnational land system,\u201d said Nusron.<\/p>\n<p>The transition from analogue systems to electronic systems is a\nresponse to contemporary challenges, from risks of natural disasters and\narchive damage to land mafia practices and demands for efficiency and\nexcellent public services. As of March, the achievement of electronic\ncertificates reached 7.6 million certificates or 7.8 percent of the\ncertificates issued by the Ministry of ATR\/BPN.<\/p>\n<p>For information, Minister of Agrarian Affairs and Spatial\nPlanning\/Head of the National Land Agency (ATR\/BPN) Nusron Wahid stated\nthat electronic land certificates should facilitate the public.<\/p>\n<p>He also emphasised that the government will strive to protect the\npublic\u2019s valuable documents, including electronic land certificates.<\/p>\n<p>Thus, they do not need to fear being hacked or targeted by hackers.\nIn securing electronic land certificates, the Ministry of ATR\/BPN backs\nup the data in four layers, and the physical copies are also stored\nsecurely.<\/p>\n<p>Nusron also conveyed that the update of land services to electronic\nformat is currently progressing, with 28 percent having undergone\nmigration.<\/p>",
