The Corruption Eradication Commission (KPK) has designated two individuals as suspects in the alleged corruption case concerning the determination of quotas and the organisation of Hajj worship by the Ministry of Religious Affairs (Kemenag) for 2023-2024. KPK Deputy for Enforcement and Execution Asep Guntur Rahayu announced the two new suspects during a press conference on Monday (30/3) evening: Operational Director of PT Makassar Toraja (Maktour) Ismail Adham (ISM) and Chairman of Asosiasi Kesthuri, who is also Commissioner of PT Raudah Eksati Utama, Asrul Azis Taba (ASR). “Suspects ISM and ASR are charged with violating Article 2 paragraph (1) and or Article 3 of Law No. 31 of 1999 jo. Article 18 of Law No. 31 of 1999 on the Eradication of Criminal Acts of Corruption as amended by Law No. 20 of 2001 on Amendments to Law No. 31 of 1999 on the Eradication of Criminal Acts of Corruption jo. Article 55 paragraph (1) first of the Criminal Code,” said Asep. “Or as referred to in Article 603 or Article 604 of Law Number 1 of 2023 on the Criminal Code jo. Article 20 letter (c) of Law Number 1 of 2023 on the Criminal Code,” he added. The number of suspects in this case is now four. Previously, in this case, the KPK had named former Minister of Religious Affairs Yaqut Cholil Qoumas as a suspect. Subsequently, former special staff to the Minister of Religious Affairs (Menag) during Yaqut’s era, Ishfah Abidal Aziz alias Gus Alex, was also designated as a suspect. The alleged Hajj quota corruption case began to be investigated by the KPK on 9 August 2025, related to the management of Indonesia’s Hajj quota for the 2023-2024 period. On 11 August 2025, the KPK revealed an initial estimate of state losses in this case exceeding Rp1 trillion, while also preventing three individuals from travelling abroad for six months. The KPK has received the results of an audit by the Supreme Audit Agency (BPK) RI on 27 February 2026, announced on 4 March 2026, with state losses amounting to Rp622 billion.
