KPK Claims Former Religious Affairs Minister Yaqut Issued Ministerial Decree for 50:50 Hajj Quota Split, But Only Directors-General Knew
JAKARTA – The Corruption Eradication Commission (KPK) has disclosed that former Religious Affairs Minister Yaqut Cholil Qoumas issued a Ministerial Decree (KMA) to divide the additional hajj quota into 50 per cent for regular hajj and 50 per cent for special hajj.
Ministerial Decree No. 1156 concerning Additional Hajj Quota 1445 Hijriah/2023 CE was issued in December 2023.
“In late December 2023, Ministerial Decree No. 1156 concerning Additional Hajj Quota 1445 Hijriah/2023 CE was issued, which divided the additional quota into 50 per cent (10,000) for regular hajj and 50 per cent (10,000) for special hajj,” stated KPK Deputy for Enforcement and Execution Asep Guntur Rahayu during a press conference at the Red and White Building in Jakarta on Thursday (12 March 2026).
“However, this decision by YCQ was not disseminated amongst the Directors-General of Hajj and Umrah Administration; only certain individuals were aware of this ministerial decree,” Asep added.
The KPK stated that this ministerial decree contravenes Law No. 8 of 2019 on the Administration of Hajj and Umrah Worship, Article 64 paragraph 2, which stipulates: “The special hajj quota shall be set at 8 per cent of Indonesia’s hajj quota”.
“The agreement also did not align with the outcome of the Joint Working Committee meeting between Commission VIII of the Indonesian House of Representatives and the Ministry of Religion on 27 November 2023,” Asep said.
In November 2023, the Joint Working Committee meeting between Commission VIII of the Indonesian House of Representatives and the Ministry of Religion had agreed on the BPIH (Hajj Worship Administration Cost) budget using a quota calculation basis of 241,000 (including additional quota), with a breakdown of 221,720 (92 per cent) for regular hajj quota and 19,280 (8 per cent) for special hajj.
In that meeting, the BPKH (Hajj Financial Management Authority) committed to covering hajj costs based on this distribution scheme (92:8).
This aligns with Article 64 paragraph 2 of Law No. 8 of 2019 on the Administration of Hajj and Umrah Worship, which stipulates: “The special hajj quota shall be set at 8 per cent of Indonesia’s hajj quota”.
