        "content": "<p>JAKARTA \u2013 The Corruption Eradication Commission (KPK) has disclosed\nthat former Religious Affairs Minister Yaqut Cholil Qoumas issued a\nMinisterial Decree (KMA) to divide the additional hajj quota into 50 per\ncent for regular hajj and 50 per cent for special hajj.<\/p>\n<p>Ministerial Decree No.\u00a01156 concerning Additional Hajj Quota 1445\nHijriah\/2023 CE was issued in December 2023.<\/p>\n<p>\u201cIn late December 2023, Ministerial Decree No.\u00a01156 concerning\nAdditional Hajj Quota 1445 Hijriah\/2023 CE was issued, which divided the\nadditional quota into 50 per cent (10,000) for regular hajj and 50 per\ncent (10,000) for special hajj,\u201d stated KPK Deputy for Enforcement and\nExecution Asep Guntur Rahayu during a press conference at the Red and\nWhite Building in Jakarta on Thursday (12 March 2026).<\/p>\n<p>\u201cHowever, this decision by YCQ was not disseminated amongst the\nDirectors-General of Hajj and Umrah Administration; only certain\nindividuals were aware of this ministerial decree,\u201d Asep added.<\/p>\n<p>The KPK stated that this ministerial decree contravenes Law No.\u00a08 of\n2019 on the Administration of Hajj and Umrah Worship, Article 64\nparagraph 2, which stipulates: \u201cThe special hajj quota shall be set at 8\nper cent of Indonesia\u2019s hajj quota\u201d.<\/p>\n<p>\u201cThe agreement also did not align with the outcome of the Joint\nWorking Committee meeting between Commission VIII of the Indonesian\nHouse of Representatives and the Ministry of Religion on 27 November\n2023,\u201d Asep said.<\/p>\n<p>In November 2023, the Joint Working Committee meeting between\nCommission VIII of the Indonesian House of Representatives and the\nMinistry of Religion had agreed on the BPIH (Hajj Worship Administration\nCost) budget using a quota calculation basis of 241,000 (including\nadditional quota), with a breakdown of 221,720 (92 per cent) for regular\nhajj quota and 19,280 (8 per cent) for special hajj.<\/p>\n<p>In that meeting, the BPKH (Hajj Financial Management Authority)\ncommitted to covering hajj costs based on this distribution scheme\n(92:8).<\/p>\n<p>This aligns with Article 64 paragraph 2 of Law No.\u00a08 of 2019 on the\nAdministration of Hajj and Umrah Worship, which stipulates: \u201cThe special\nhajj quota shall be set at 8 per cent of Indonesia\u2019s hajj quota\u201d.<\/p>",
