JAKI Report on Illegal Parking Responded with AI Photo Leads to Lengthy Consequences
A citizen’s report on the JAKI app, responded to with an edited artificial intelligence (AI) photo, has led to prolonged repercussions. Related officials have received sanctions for this action.
As is known, the JAKI report responded to with an AI photo went viral on social media. Deputy Coordinator of the Special Staff to the Governor of DKI Jakarta, Yustinus Prastowo, conducted a review of the incident.
“As far as checked, it is indeed the case (using an AI photo), in line with findings from Diskominfotik and the Bureau of Government,” said Prastowo when contacted on Sunday (5/4/2026). Prastowo was responding to questions about the veracity of the AI photo used to address the citizen’s report.
The citizen’s report concerned illegal parking in a housing complex in East Jakarta. The reported photo showed several cars parked on the roadside. There was also an officer in an orange uniform standing at the location.
The photo uploader then attached the photo from the JAKI report. The follow-up report photo showed the row of parked cars was no longer there. However, the viewpoint of the photo remained unchanged. Only the officer’s clothing was slightly different. Because of this, the photo uploader reported that an AI photo was used to respond to the citizen’s complaint.
Subsequently, the DKI Jakarta Provincial Government examined the individual who created the AI-generated follow-up result. Prastowo stated that sanctions would be imposed after the examination process for that individual is complete.
“Everything is in process. There are stages of examination according to regulations. So the subsequent sanctions will be determined based on the examination results,” he said.
DKI Provincial Government Steps
Meanwhile, the Head of the DKI Jakarta Communication, Informatics, and Statistics Agency (Diskominfotik), Budi Awaluddin, stated that coordination has been carried out with the Bureau of Government as the final validator for all follow-ups on complaints handled by Regional Device Organisations (OPD) and Regional Owned Enterprises (BUMD).
“The Bureau of Government acknowledges an error in the validation process. Previously, no evidence of complaint follow-ups using AI-generated photos had been found,” said Budi.
Budi emphasised that firm actions will be taken against the individual. The DKI Provincial Government will directly reprimand Kalisari Sub-district.
“First, issuing a written reprimand to Kalisari Sub-district, which is indicated to have falsified evidence of citizen complaint follow-ups. Second, re-inputting the citizen’s complaint to be directed to the Transportation Agency as the authority for parking matters,” he said.
Furthermore, the DKI Provincial Government will issue a Circular from the Regional Secretary containing a prohibition on the use of AI in submitting evidence of complaint follow-ups. This also serves to remind all OPD/BUMD to handle complaints properly and correctly.
“Fourth, providing specific guidance in the Townhall Meeting regarding handling repeated complaints. Fifth, coordinating with the Inspectorate to design sanctions for OPD/BUMD proven to have falsified complaint follow-up evidence,” he said.
The DKI Provincial Government appreciates the active participation of the community in submitting complaints. Budi encouraged citizens to continue playing a role in monitoring and providing feedback on the follow-ups carried out.
“We urge the public to continue reporting problems in their areas. We also greatly appreciate it if the community checks the follow-up results and provides input for future improvements,” he added.
PPSU Officer Receives SP 1
DKI Jakarta Governor Pramono Anung has asked the DKI Inspectorate to examine the sub-district head in the area. He stated that the guilty party will be sanctioned.
“I have asked the Inspectorate to examine whether it was the Sub-district Head of Kalisari or the Head of Sub-district Affairs. Whoever is at fault must be punished,” said Pramono at Pasar Gardu Asem, Central Jakarta, on Monday (6/4).
Pramono said that using AI to respond to public reports constitutes lying. He urged DKI Provincial Government ranks to provide honest information.
“It is better, for example, if it is not yet resolved, just say it is not yet resolved rather than using AI, which essentially deceives. This must not happen again, because for the Jakarta government, transparency is important,” he stated.
Kalisari Sub-district Head, Pasar Rebo, East Jakarta (Jaktim), Siti Nurhasanah, was also summoned by the DKI Jakarta Inspectorate to provide an explanation. The AI photo is suspected to have been used to respond to a citizen’s report on the JAKI app.
“I was summoned by the Inspectorate at 10:00 WIB. The interview will be after that,” said Nurhasanah as quoted by Antara on Monday (6/4/2026).
The East Jakarta City Government has also responded to the controversy. Pasar Rebo District Head Mujiono said his side has gathered PPSU officers up to the sub-district head after the case emerged.
“We gathered all PPSU officers, section heads, and the sub-district head for guidance so that in the future, AI is no longer used in carrying out duties,” said Mujiono.
Siti Nurhasanah assured that the Public Facilities and Infrastructure Handling Officer (PPSU) who uploaded the fake photo has been given a sanction in the form of a First Warning Letter (SP1). This is due to the PPSU officer uploading an AI-generated photo of illegal parking enforcement on the Jakarta Kini (JAKI) app.
“We apologise profusely for this incident. This becomes a lesson for us so that it does not happen again in the future. The officer concerned has been given SP1 and made a statement not to repeat the action,” said Siti in his statement on Monday (6/4/2026).
Siti explained that the PPSU officer initially followed up on the citizen’s report of illegal parking that entered through the JAKI app. However, instead of handling it directly in the field, the officer uploaded a fabricated photo as if the location had been cleared.
The action then went viral on social media. Siti emphasised that she has asked all officers to report if they face obstacles in the field. “So that solutions can be found, rather than taking the wrong steps,” she said.
