Investment Ministry Refines OSS System Following New Government Regulation on Business Licensing

The Ministry of Investment and Downstream Industries (Keminhil)/BKPM is refining the Online Single Submission Risk-Based Approach (OSS RBA) system following the issuance of Government Regulation (PP) Number 28 of 2025, which replaces PP No. 5 of 2021 on the Implementation of Risk-Based Business Licensing.

Deputy for Investment Information Technology, Ricky Kusmayadi, explained that the transition process encompasses module changes, remapping of Indonesian Standard Industrial Classification (KBLI) codes, and the implementation of fictive positive (fikpos) licensing principles to accelerate licensing services.

"System development is currently prioritised for new applications for Business Licensing to Support Business Activities (PB UMKU) and basic requirements. We have completed the general business process and are currently refining the details," said Ricky during a public consultation on Thursday (3 July 2025).

He stated that the latest version of OSS RBA would begin trial through user acceptance testing stages and is targeted to go live through a cut-off process from the old version to the new one.

"There will be a transition period towards OSS RBA version two, and this requires confirmation and technical agreement from relevant sectoral ministries and agencies," he said.

One crucial change is the splitting of application forms from a single form into two stages: submission of basic requirements and submission of business licensing.

"This new model accommodates business operators who only need basic requirements without a business licence, or those applying for multiple KBLI codes at a single location," Ricky explained.

Furthermore, he explained that the implementation of fictive positive licensing has become a key element in PP 28/2025. "Fictive positive licensing has been implemented gradually; since 2 June 2025, it has been in effect across the agriculture, energy and mineral resources, maritime affairs and fisheries, manpower, industry, and tourism sectors, covering a total of 258 KBLI codes," he said, adding that the OSS RBA system includes fictive positive service level agreements for verifiers and approvers to set maximum processing timeframes for licences.

Additionally, a dedicated dashboard for monitoring fictive positive applications is being developed. This dashboard will help ministry and agency leaders monitor applications that must have their licences issued automatically if they exceed the time limit.

In his presentation, he also addressed the technical and legal challenges being faced. "One of the risks is technical dependency on ministry and agency subsystems, as they need time to adjust to changes in business processes and API integration contracts," he said.

To anticipate this, he suggested implementing solutions through access rights mechanisms.

At the close of his presentation, he affirmed that all changes would accelerate and simplify business licensing services whilst strengthening cross-sectoral integration. "We are pushing for OSS to become an efficient, transparent, and fully integrated centre for licensing data and processes," he concluded.
