The Ministry of Investment and Downstream Industries (Keminhil)\/BKPM\nis refining the Online Single Submission Risk-Based Approach (OSS RBA)\nsystem following the issuance of Government Regulation (PP) Number 28 of\n2025, which replaces PP No.\u00a05 of 2021 on the Implementation of\nRisk-Based Business Licensing.<\/p>\n
Deputy for Investment Information Technology, Ricky Kusmayadi,\nexplained that the transition process encompasses module changes,\nremapping of Indonesian Standard Industrial Classification (KBLI) codes,\nand the implementation of fictive positive (fikpos) licensing principles\nto accelerate licensing services.<\/p>\n
\u201cSystem development is currently prioritised for new applications for\nBusiness Licensing to Support Business Activities (PB UMKU) and basic\nrequirements. We have completed the general business process and are\ncurrently refining the details,\u201d said Ricky during a public consultation\non Thursday (3 July 2025).<\/p>\n
He stated that the latest version of OSS RBA would begin trial\nthrough user acceptance testing stages and is targeted to go live\nthrough a cut-off process from the old version to the new one.<\/p>\n
\u201cThere will be a transition period towards OSS RBA version two, and\nthis requires confirmation and technical agreement from relevant\nsectoral ministries and agencies,\u201d he said.<\/p>\n
One crucial change is the splitting of application forms from a\nsingle form into two stages: submission of basic requirements and\nsubmission of business licensing.<\/p>\n
\u201cThis new model accommodates business operators who only need basic\nrequirements without a business licence, or those applying for multiple\nKBLI codes at a single location,\u201d Ricky explained.<\/p>\n
Furthermore, he explained that the implementation of fictive positive\nlicensing has become a key element in PP 28\/2025. \u201cFictive positive\nlicensing has been implemented gradually; since 2 June 2025, it has been\nin effect across the agriculture, energy and mineral resources, maritime\naffairs and fisheries, manpower, industry, and tourism sectors, covering\na total of 258 KBLI codes,\u201d he said, adding that the OSS RBA system\nincludes fictive positive service level agreements for verifiers and\napprovers to set maximum processing timeframes for licences.<\/p>\n
Additionally, a dedicated dashboard for monitoring fictive positive\napplications is being developed. This dashboard will help ministry and\nagency leaders monitor applications that must have their licences issued\nautomatically if they exceed the time limit.<\/p>\n
In his presentation, he also addressed the technical and legal\nchallenges being faced. \u201cOne of the risks is technical dependency on\nministry and agency subsystems, as they need time to adjust to changes\nin business processes and API integration contracts,\u201d he said.<\/p>\n
To anticipate this, he suggested implementing solutions through\naccess rights mechanisms.<\/p>\n
