Indomaret Franchise Outlets in Manokwari Only Require Business Identification Number, No Local Permits Needed
Manokwari — The presence of numerous Indomaret franchise outlets in the retail sector in Manokwari Regency has raised public questions regarding their licensing. In response, Ahmad R.S.P. Lessy, Head of the Licensing and Non-Licensing Services Division at the Manokwari Regency Investment and One-Stop Integrated Services Agency (PM-PTSP), explained that Indomaret operates in the same manner as any other franchise-type shop.
"Essentially, if you remove the Indomaret name, it is just like an ordinary kiosk or shop. Indomaret is merely a well-known brand name. That name is what is purchased, and the business model is a franchise," Lessy explained at his office on Monday (21 July 2025).
He stated that under Government Regulation (PP) Number 5 of 2021, franchise businesses fall under the low-risk category, meaning their establishment does not require any specific permits issued by the Manokwari Regency Government.
"It is sufficient to obtain a Business Identification Number (NIB) through the Online Single Submission (OSS) system," said Lessy, adding that the OSS platform can be accessed by business operators wishing to open an enterprise anywhere and at any time, and that they can even print their own NIB.
He further noted that the OSS application operates nationwide, from Sabang to Merauke, under the Ministry of Investment and Downstream Industries, formerly the Investment Coordinating Board (BKPM). "The OSS is a national central application. So the NIB is signed by the Minister of Investment — from Sabang to Merauke, it is the same Minister of Investment or BKPM. The OSS exists to accelerate and simplify business licensing," he said.
The division head acknowledged that certain types of businesses do require specific permits from the Manokwari Regency Government, even after obtaining an NIB through the OSS system — namely businesses classified as high-risk that have environmental impacts.
"For example, if someone sets up a bottled water business, the water must be tested for its mineral content and other factors. If you establish a restaurant, the water sanitation and kitchen conditions must be assessed. Workshops too — where will the waste be disposed of? That requires oversight. But for low-risk businesses such as kiosks or Indomaret outlets, an NIB obtained through the OSS is sufficient," Lessy concluded.
