Manokwari \u2014 The presence of numerous Indomaret franchise outlets in\nthe retail sector in Manokwari Regency has raised public questions\nregarding their licensing. In response, Ahmad R.S.P. Lessy, Head of the\nLicensing and Non-Licensing Services Division at the Manokwari Regency\nInvestment and One-Stop Integrated Services Agency (PM-PTSP), explained\nthat Indomaret operates in the same manner as any other franchise-type\nshop.<\/p>\n
\u201cEssentially, if you remove the Indomaret name, it is just like an\nordinary kiosk or shop. Indomaret is merely a well-known brand name.\nThat name is what is purchased, and the business model is a franchise,\u201d\nLessy explained at his office on Monday (21 July 2025).<\/p>\n
He stated that under Government Regulation (PP) Number 5 of 2021,\nfranchise businesses fall under the low-risk category, meaning their\nestablishment does not require any specific permits issued by the\nManokwari Regency Government.<\/p>\n
\u201cIt is sufficient to obtain a Business Identification Number (NIB)\nthrough the Online Single Submission (OSS) system,\u201d said Lessy, adding\nthat the OSS platform can be accessed by business operators wishing to\nopen an enterprise anywhere and at any time, and that they can even\nprint their own NIB.<\/p>\n
He further noted that the OSS application operates nationwide, from\nSabang to Merauke, under the Ministry of Investment and Downstream\nIndustries, formerly the Investment Coordinating Board (BKPM). \u201cThe OSS\nis a national central application. So the NIB is signed by the Minister\nof Investment \u2014 from Sabang to Merauke, it is the same Minister of\nInvestment or BKPM. The OSS exists to accelerate and simplify business\nlicensing,\u201d he said.<\/p>\n
The division head acknowledged that certain types of businesses do\nrequire specific permits from the Manokwari Regency Government, even\nafter obtaining an NIB through the OSS system \u2014 namely businesses\nclassified as high-risk that have environmental impacts.<\/p>\n
\u201cFor example, if someone sets up a bottled water business, the water\nmust be tested for its mineral content and other factors. If you\nestablish a restaurant, the water sanitation and kitchen conditions must\nbe assessed. Workshops too \u2014 where will the waste be disposed of? That\nrequires oversight.
