Home Affairs Minister Muhammad Tito Karnavian has emphasised that the Special Autonomy Funds (Otsus) for Papua and Aceh, as well as the Special Funds (Danais) for the Special Region of Yogyakarta (DIY), must be properly supervised and their benefits felt by the community.

“If the Otsus funds are truly used for very real purposes, this will be extremely beneficial, because we can control and oversee everything from all parties,” Tito stated in his remarks on Monday (13/4/2026).

Tito made these comments during a Working Meeting and Hearing with Commission II of the House of Representatives (DPR RI) at the Parliamentary Complex in Senayan, Jakarta, on Monday (13/4).

Tito explained that although several macroeconomic development indicators, such as economic growth, poverty rates, unemployment, and the Human Development Index (HDI), show improvements, governance still needs to be enhanced to ensure optimal implementation of the Otsus funds.

According to him, accelerating implementation can be achieved through several steps. In Papua, this involves improving disbursement requirements, while in Aceh, it entails strengthening authority and institutions.

“Especially issues of governance, planning, execution, and administration,” Tito added.

The Ministry of Home Affairs, together with the Ministry of Finance, has also provided assistance to ensure that Otsus funds are channelled accurately and effectively.

“This is our effort to help the Papua region, which has Otsus funds but still depends on the centre, yet faces delays in disbursement due to administrative mechanisms, and we are helping to resolve it,” he clarified.

Tito also highlighted the best practices in implementing Danais in DIY, which has recorded an absorption rate of over 95 per cent. This figure reflects good quality in planning, execution, governance, and human resources.

Programmes utilising Danais in DIY are even equipped with special labelling, such as in the Teras Malioboro area, electric rickshaws, and the food barn programme, which include the Danais logo. This labelling is an initiative by the Governor of DIY, Sri Sultan Hamengku Buwono X, as a form of transparency to the public.

“We see that Yogyakarta can serve as a model for how Otsus funds, special autonomy funds, and special funds can truly provide benefits and be open and transparent,” he stressed.
