        "content": "<p>Home Affairs Minister Muhammad Tito Karnavian has emphasised that the\nSpecial Autonomy Funds (Otsus) for Papua and Aceh, as well as the\nSpecial Funds (Danais) for the Special Region of Yogyakarta (DIY), must\nbe properly supervised and their benefits felt by the community.<\/p>\n<p>\u201cIf the Otsus funds are truly used for very real purposes, this will\nbe extremely beneficial, because we can control and oversee everything\nfrom all parties,\u201d Tito stated in his remarks on Monday (13\/4\/2026).<\/p>\n<p>Tito made these comments during a Working Meeting and Hearing with\nCommission II of the House of Representatives (DPR RI) at the\nParliamentary Complex in Senayan, Jakarta, on Monday (13\/4).<\/p>\n<p>Tito explained that although several macroeconomic development\nindicators, such as economic growth, poverty rates, unemployment, and\nthe Human Development Index (HDI), show improvements, governance still\nneeds to be enhanced to ensure optimal implementation of the Otsus\nfunds.<\/p>\n<p>According to him, accelerating implementation can be achieved through\nseveral steps. In Papua, this involves improving disbursement\nrequirements, while in Aceh, it entails strengthening authority and\ninstitutions.<\/p>\n<p>\u201cEspecially issues of governance, planning, execution, and\nadministration,\u201d Tito added.<\/p>\n<p>The Ministry of Home Affairs, together with the Ministry of Finance,\nhas also provided assistance to ensure that Otsus funds are channelled\naccurately and effectively.<\/p>\n<p>\u201cThis is our effort to help the Papua region, which has Otsus funds\nbut still depends on the centre, yet faces delays in disbursement due to\nadministrative mechanisms, and we are helping to resolve it,\u201d he\nclarified.<\/p>\n<p>Tito also highlighted the best practices in implementing Danais in\nDIY, which has recorded an absorption rate of over 95 per cent. This\nfigure reflects good quality in planning, execution, governance, and\nhuman resources.<\/p>\n<p>Programmes utilising Danais in DIY are even equipped with special\nlabelling, such as in the Teras Malioboro area, electric rickshaws, and\nthe food barn programme, which include the Danais logo. This labelling\nis an initiative by the Governor of DIY, Sri Sultan Hamengku Buwono X,\nas a form of transparency to the public.<\/p>\n<p>\u201cWe see that Yogyakarta can serve as a model for how Otsus funds,\nspecial autonomy funds, and special funds can truly provide benefits and\nbe open and transparent,\u201d he stressed.<\/p>",
