INFO TEMPO – Flooding at the end of 2025 struck unexpectedly for some residents in Aceh, North Sumatra, and West Sumatra. Many lost part of their belongings, homes, and even relatives. In response, the government is expediting recovery efforts to restore normal life. The task of this mission is carried out by the Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) led by Home Affairs Minister Tito Karnavian.

One of the recovery measures is to provide assistance to affected communities, seen as both helpful and a means to revive the local economy in the aftermath of the floods. The Ministry of Social Affairs, also part of Satgas PRR, is responsible for disbursing these social aids. The process will be conducted with caution, targeted precision, and usefulness. It is hoped beneficiaries will use the funds wisely.

“Disbursement is expected to be quick, but also targeted, prudent, careful, and accountable,” said Minister of Social Affairs Gus Ipul at his office on Thursday, 5 March 2026.

Here are six types of social assistance administered to flood victims across the three affected provinces.

  1. Emergency Social Assistance (Bantuan Sosial Kedarururatan)

Emergency social assistance is a programme provided by the Ministry of Social Affairs specifically for emergencies, such as natural disasters in Sumatra. Unlike regular social assistance, this aid focuses on the initial disaster response phase to meet urgent basic needs so victims can survive.

For the floods in Sumatra, emergency social assistance has a total allocation of Rp 110 billion. The funds are used to cover logistics, the establishment of communal kitchens, staple foods, and other essential needs during the emergency and post-disaster period.

“During the emergency period, the Ministry of Social Affairs is tasked with providing logistic support, organising communal kitchens, and supplying shelters with a support value exceeding Rp 110 billion,” Gus Ipul said.

  1. Heirs’ Compensation for Victims Who Died

This condolence assistance is provided specifically to the heirs of victims who died as a result of flash floods and landslides in the three affected provinces: Aceh, North Sumatra, and West Sumatra. The amount is Rp 15 million per victim and is distributed directly to close relatives such as spouses, children, parents, or siblings who are legal heirs.

The aim is to ease the economic burden on families left behind and offer moral support during the deep grief after the floods. Satgas PRR requires that victims resume life with improved prospects.

  1. Compensation for Victims with Serious Injuries

This compensation is part of adaptive disaster social assistance within the rehabilitation and recovery phase. Unlike the death benefit, this is for those who have sustained serious injuries.

The Ministry of Social Affairs provides this compensation to support medical treatment, rehabilitation, or to ease the burden during the healing period. The amount is Rp 5 million per person.

“We have also been tasked with distributing assistance to heirs of those who died and to those who are seriously injured,” Gus Ipul said.

  1. Housing Completion Assistance

Housing completion assistance is aimed at helping victims whose homes were damaged or destroyed to secure basic household needs. Thus, survivors after the floods will be aided in obtaining kitchen appliances, chairs, tables, bedding, bathing equipment, and other essential household items.

The Ministry of Social Affairs will provide Rp 3 million per household. This aid is part of adaptive disaster social assistance during the recovery phase and distributions involve PT Pos Indonesia.

  1. Socio-Economic Stimulus Assistance

This measure is a government step to prevent the economies of Aceh, North Sumatra, and West Sumatra from stalling. Providing Rp 5 million per family, the state aims to improve socio-economic conditions so activity can resume. The aid is distributed through PT Pos Indonesia.

In addition to disbursement, the Ministry of Social Affairs involves social pillars in its monitoring system, including beneficiaries under the Family Hope Programme (PKH), Kecamatan-level Welfare Teams, Karang Taruna, and collaboration with regional governments to ensure beneficiaries use the assistance accurately.

“The economic stimulus assistance is currently in the process of disbursement in line with verification and validation of recipient data on the ground, to remain targeted and accountable,” said Masryani Mansyur, Director of Social Protection for Disaster Victims, via telephone on Wednesday 4 March 2026.

  1. Living Security Assistance

This living security assistance aims to meet basic daily needs for flood victims in Sumatra. Needs may include food, nutrition, rice, and other essentials during the post-disaster transition period.

If housing completion and socio-economic stimulation are disbursed per household, this living allowance is provided per person. The amount is Rp 450 thousand per month for three months. As with housing and stimulus, the living allowance also uses PT Pos as the distributor to the community.

The head of the PRR Task Force and also the Home Affairs Minister Tito Karnavian desires life to return to normal as quickly as possible, as before the floods. As of Friday, 6 March 2026, Tito and Gus Ipul are in Aceh to check the latest conditions and to engage with evacuees.

Recovery efforts focus on ensuring basic needs—logistics, housing, and food—are met. Therefore, the various forms of aid provided by the government are in place.
