Jakarta (ANTARA) - The Inspectorate General of the Ministry of Immigration and Correctional Services (Itjen Kemenimipas) is conducting mental development for 365 employees undergoing disciplinary sanction penalties on Nusakambangan Island. “This is a programme that is being carried out for the first time by Kemenimipas, for both correctional employees and immigration employees who have received disciplinary penalties and are being forged on Nusakambangan Island,” said Inspector General of Kemenimipas Yan Sultra Indrajaya in his statement in Jakarta on Thursday. He explained that sending employees to Nusakambangan aims to strengthen mental development, increase discipline, bolster integrity, improve performance, and encourage behavioural change. “Those sent to Nusakambangan are employees who have already undergone disciplinary penalties,” he said. Over the period from October 2024 to April 2026, Kemenimipas has addressed 774 cases of disciplinary violations, consisting of 212 minor disciplinary penalties, 341 moderate disciplinary penalties, 159 severe disciplinary penalties, and 62 cases still in the process of imposing sanctions. The majority of violations were committed by frontline employees tasked with public services and security, such as in immigration and correctional fields. In addition, sanctions have also been imposed on structural officials from echelon IV to regional office heads. The civil servants (ASN) penalised are generally in the 30 to 40 age range with ranks II and III. Kemenimipas ensures that all disciplinary sanction processes adhere to Government Regulation No. 94 of 2021 on Civil Servant Discipline. “Violations committed by employees must be carefully considered, and the penalties imposed must be proportionate to the level of the offence,” he stated. In addition to enforcement, Kemenimipas prioritises preventive measures through strengthening human resources, implementing the Government Internal Control System (SPIP), and risk management. Other efforts include employee profiling, early warning systems such as LHKPN, supervision of behaviour and lifestyle, building integrity zones, and optimising the role of internal compliance units. “Kemenimipas asserts that there is no tolerance for violations and no protection for violators. Discipline enforcement is carried out transparently, objectively, and without discrimination,” said Yan.
