JAKARTA, KOMPAS.com – The convenience of paying motor vehicle taxes in West Java is currently under the spotlight. Through the latest policy, the public can now pay taxes without having to include the first owner’s ID card.

However, a frequently asked question is whether this convenience also applies to the five-yearly tax?

The answer is no. This convenience only applies to annual taxes, not to five-yearly STNK renewals.

This policy is outlined in a Circular Letter issued by the Governor of West Java, Dedi Mulyadi, with number: 47/KU.03.02/Bapenda regarding Annual Motor Vehicle Tax Payments Without the First Owner’s ID Card, effective from 6 April 2026.

Through this regulation, people who wish to pay annual taxes now only need to bring the original STNK and the ID card of the party in possession of the vehicle.

However, the regulation does not apply to five-yearly STNK renewals. This process still requires more complete documents because it involves replacing the number plate and updating vehicle data.

The requirements that must be met for five-yearly STNK renewals include the original STNK and photocopy, original BPKB and photocopy, as well as the original ID card of the previous owner according to the vehicle data. If represented by a proxy, a power of attorney is also required, and the vehicle must be brought for the physical inspection process.

Although it may seem quite cumbersome, the government has actually provided a solution. If the previous owner’s ID card is not available, vehicle owners are advised to immediately carry out a name transfer so that future administrative processes become easier.

Thus, although the new policy provides significant convenience for annual taxes, the rules for five-yearly taxes still follow stricter procedures.

For vehicle owners, carrying out a name transfer becomes the most practical step to avoid future administrative hurdles.
