        "content": "<p>JAKARTA, KOMPAS.com \u2013 The convenience of paying motor vehicle taxes\nin West Java is currently under the spotlight. Through the latest\npolicy, the public can now pay taxes without having to include the first\nowner\u2019s ID card.<\/p>\n<p>However, a frequently asked question is whether this convenience also\napplies to the five-yearly tax?<\/p>\n<p>The answer is no. This convenience only applies to annual taxes, not\nto five-yearly STNK renewals.<\/p>\n<p>This policy is outlined in a Circular Letter issued by the Governor\nof West Java, Dedi Mulyadi, with number: 47\/KU.03.02\/Bapenda regarding\nAnnual Motor Vehicle Tax Payments Without the First Owner\u2019s ID Card,\neffective from 6 April 2026.<\/p>\n<p>Through this regulation, people who wish to pay annual taxes now only\nneed to bring the original STNK and the ID card of the party in\npossession of the vehicle.<\/p>\n<p>However, the regulation does not apply to five-yearly STNK renewals.\nThis process still requires more complete documents because it involves\nreplacing the number plate and updating vehicle data.<\/p>\n<p>The requirements that must be met for five-yearly STNK renewals\ninclude the original STNK and photocopy, original BPKB and photocopy, as\nwell as the original ID card of the previous owner according to the\nvehicle data. If represented by a proxy, a power of attorney is also\nrequired, and the vehicle must be brought for the physical inspection\nprocess.<\/p>\n<p>Although it may seem quite cumbersome, the government has actually\nprovided a solution. If the previous owner\u2019s ID card is not available,\nvehicle owners are advised to immediately carry out a name transfer so\nthat future administrative processes become easier.<\/p>\n<p>Thus, although the new policy provides significant convenience for\nannual taxes, the rules for five-yearly taxes still follow stricter\nprocedures.<\/p>\n<p>For vehicle owners, carrying out a name transfer becomes the most\npractical step to avoid future administrative hurdles.<\/p>",
