DKI Provincial Government Implements WFA for Civil Servants After Eid Holidays
The DKI Jakarta Provincial Government has begun implementing a Work From Anywhere (WFA) system for civil servants (ASN) after the Eid al-Fitr holiday period, starting this week. This policy enables ASN in the DKI Provincial Government to work more flexibly, either from the office or from other locations, without disrupting public service priorities.
According to an official statement from the DKI Provincial Government, this policy follows up on Circular Letter No. 2 of 2026 from the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) regarding Adjustments to the Implementation of Official Duties for Civil Servant Employees in Government Agencies During National Holidays and Collective Leave for Nyepi Holy Day (Saka New Year 1948) and Eid al-Fitr 1447 Hijriah.
Under this regulation, heads of regional apparatus or the secretariat’s bureaux are authorised to regulate employees’ work systems through Work From Office (WFO) and WFA schemes.
“The adjustments apply to two days before Nyepi, namely 16 and 17 March 2026, as well as three days after the Eid collective leave, i.e., 25 to 27 March 2026,” according to a written release from the DKI Provincial Government on 23 March 2026.
However, full WFA implementation is not permitted. The government limits a maximum of 50 percent of ASN in one work unit to work outside the office. Permissions are also granted selectively, considering organisational needs and employee conditions.
In the Circular Letter from DKI Jakarta Governor Pramono Anung, ASN working from outside the office are still required to maintain work discipline, including online attendance twice a day.
“ASN carrying out duties from outside the office are still required to conduct online attendance through the official government application twice a day, namely in the morning from 06.00-08.00 WIB and in the afternoon from 16.00-18.00 WIB,” states the circular letter.
The circular letter also regulates working hours. For the period 16-17 March, the accumulated working hours are set at 7.5 hours per day. Meanwhile, for 25-27 March, working hours are 8.5 hours per day.
For ASN receiving additional employee income (TPP) based on workload, the achievement of working hours remains the basis for performance calculation. Direct supervisors are required to verify employee attendance through the available attendance system.
The DKI Jakarta Government emphasises that this work flexibility must not disrupt the quality of public services. All regional apparatus are asked to ensure that services to the public continue to operate optimally, while maintaining effective and efficient performance targets.
Nevertheless, the WFA policy does not apply to work units providing direct services to the public that cannot be conducted digitally, including 24-hour public services.
