        "content": "<p>The DKI Jakarta Provincial Government has begun implementing a Work\nFrom Anywhere (WFA) system for civil servants (ASN) after the Eid\nal-Fitr holiday period, starting this week. This policy enables ASN in\nthe DKI Provincial Government to work more flexibly, either from the\noffice or from other locations, without disrupting public service\npriorities.<\/p>\n<p>According to an official statement from the DKI Provincial\nGovernment, this policy follows up on Circular Letter No.\u00a02 of 2026 from\nthe Minister of State Apparatus Empowerment and Bureaucratic Reform\n(PANRB) regarding Adjustments to the Implementation of Official Duties\nfor Civil Servant Employees in Government Agencies During National\nHolidays and Collective Leave for Nyepi Holy Day (Saka New Year 1948)\nand Eid al-Fitr 1447 Hijriah.<\/p>\n<p>Under this regulation, heads of regional apparatus or the\nsecretariat\u2019s bureaux are authorised to regulate employees\u2019 work systems\nthrough Work From Office (WFO) and WFA schemes.<\/p>\n<p>\u201cThe adjustments apply to two days before Nyepi, namely 16 and 17\nMarch 2026, as well as three days after the Eid collective leave, i.e.,\n25 to 27 March 2026,\u201d according to a written release from the DKI\nProvincial Government on 23 March 2026.<\/p>\n<p>However, full WFA implementation is not permitted. The government\nlimits a maximum of 50 percent of ASN in one work unit to work outside\nthe office. Permissions are also granted selectively, considering\norganisational needs and employee conditions.<\/p>\n<p>In the Circular Letter from DKI Jakarta Governor Pramono Anung, ASN\nworking from outside the office are still required to maintain work\ndiscipline, including online attendance twice a day.<\/p>\n<p>\u201cASN carrying out duties from outside the office are still required\nto conduct online attendance through the official government application\ntwice a day, namely in the morning from 06.00-08.00 WIB and in the\nafternoon from 16.00-18.00 WIB,\u201d states the circular letter.<\/p>\n<p>The circular letter also regulates working hours. For the period\n16-17 March, the accumulated working hours are set at 7.5 hours per day.\nMeanwhile, for 25-27 March, working hours are 8.5 hours per day.<\/p>\n<p>For ASN receiving additional employee income (TPP) based on workload,\nthe achievement of working hours remains the basis for performance\ncalculation. Direct supervisors are required to verify employee\nattendance through the available attendance system.<\/p>\n<p>The DKI Jakarta Government emphasises that this work flexibility must\nnot disrupt the quality of public services. All regional apparatus are\nasked to ensure that services to the public continue to operate\noptimally, while maintaining effective and efficient performance\ntargets.<\/p>\n<p>Nevertheless, the WFA policy does not apply to work units providing\ndirect services to the public that cannot be conducted digitally,\nincluding 24-hour public services.<\/p>",
