Palangka Raya, Central Kalimantan (ANTARA) - The Central Kalimantan Provincial Government is preparing the Huma Betang Unggul, Efisien, dan Tangguh (Haguet) credit scheme, targeting 3,000 micro, small, and medium enterprise (MSME) actors in priority sectors. “The target of this programme covers around 3,000 business actors in priority sectors, such as local food, fisheries, processed goods, creative economy, and village product downstreaming, with a maximum credit ceiling of up to Rp50 million per debtor,” explained Darliansjah, Special Staff to the Governor of Central Kalimantan for Government, Legal, and Political Affairs, in Palangka Raya, Central Kalimantan, on Friday. This MSME credit scheme aims to improve access to affordable, productive, and sustainable capital. The Haguet MSME credit scheme is designed as a comprehensive solution through a collaborative model between the provincial government and banking institutions, particularly Bank Kalteng, with support from guarantee institutions. The programme adopts a financing concept based on interest subsidies and risk-sharing, allowing MSME actors to obtain credit at zero per cent interest. In this scheme, the six per cent annual interest rate is shared, with six per cent subsidised by the local government through the Regional Budget (APBD) and three per cent by the bank. Thus, debtors are only required to repay the principal loan without interest. In addition to financing, the programme is strengthened by credit guarantees through PT Jamkrida Kalteng covering up to 70 per cent, as well as structured business mentoring from pre- to post-disbursement. The Haguet programme emphasises policy innovation through business curation, data-based monitoring, and cross-regional device integration. Digitalisation via a monitoring dashboard is also planned to track credit disbursement, MSME performance, and non-performing loan risks in real time. From an economic perspective, the implementation of this programme is projected to drive regional economic turnover up to Rp225 billion and absorb between 6,000 and 9,000 workers. The Haguet credit also serves as a response to several main problems faced by MSMEs in Central Kalimantan, including low access to formal credit, high funding costs, and many business actors who are not yet bankable due to limited collateral and weak business bookkeeping. “The interventions carried out are not sufficient with just interest subsidies, but must be integrated from financing, guarantees, to comprehensive business mentoring,” he emphasised.
