        "content": "<p>Palangka Raya, Central Kalimantan (ANTARA) - The Central Kalimantan\nProvincial Government is preparing the Huma Betang Unggul, Efisien, dan\nTangguh (Haguet) credit scheme, targeting 3,000 micro, small, and medium\nenterprise (MSME) actors in priority sectors. \u201cThe target of this\nprogramme covers around 3,000 business actors in priority sectors, such\nas local food, fisheries, processed goods, creative economy, and village\nproduct downstreaming, with a maximum credit ceiling of up to Rp50\nmillion per debtor,\u201d explained Darliansjah, Special Staff to the\nGovernor of Central Kalimantan for Government, Legal, and Political\nAffairs, in Palangka Raya, Central Kalimantan, on Friday. This MSME\ncredit scheme aims to improve access to affordable, productive, and\nsustainable capital. The Haguet MSME credit scheme is designed as a\ncomprehensive solution through a collaborative model between the\nprovincial government and banking institutions, particularly Bank\nKalteng, with support from guarantee institutions. The programme adopts\na financing concept based on interest subsidies and risk-sharing,\nallowing MSME actors to obtain credit at zero per cent interest. In this\nscheme, the six per cent annual interest rate is shared, with six per\ncent subsidised by the local government through the Regional Budget\n(APBD) and three per cent by the bank. Thus, debtors are only required\nto repay the principal loan without interest. In addition to financing,\nthe programme is strengthened by credit guarantees through PT Jamkrida\nKalteng covering up to 70 per cent, as well as structured business\nmentoring from pre- to post-disbursement. The Haguet programme\nemphasises policy innovation through business curation, data-based\nmonitoring, and cross-regional device integration. Digitalisation via a\nmonitoring dashboard is also planned to track credit disbursement, MSME\nperformance, and non-performing loan risks in real time. From an\neconomic perspective, the implementation of this programme is projected\nto drive regional economic turnover up to Rp225 billion and absorb\nbetween 6,000 and 9,000 workers.
