Jakarta (ANTARA) - The Oil and Gas Downstream Regulatory Agency (BPH Migas) is simplifying access for eligible individuals to purchase subsidised and compensated fuel in Kuningan, West Java, through the use of recommendation letters.

BPH Migas Committee Member Baskara Agung Wibawa stated in Jakarta on Tuesday that these recommendation letters promote more orderly, transparent, and targeted distribution, while also facilitating services across various regions in Indonesia.

“Education on recommendation letters also helps the public understand government policies regarding fuel distribution,” he said while attending a technical guidance session titled “Subsidised Fuel Services Using Recommendation Letters” in Kuningan, West Java, on Monday (27/4).

Baskara added that the government continues to ensure access to subsidised fuel for eligible citizens, including through BPH Migas Regulation No. 4 of 2025, which regulates the online issuance of recommendation letters via the XStar application.

The use of information technology makes it easier for consumer users such as farmers, fishermen, SMEs, and public services to purchase subsidised and compensated fuel according to the quotas set in the regulations.

“However, it’s not just about availability; the next challenge is ensuring the distribution of subsidised fuel reaches the right targets. Now we have a digital system for issuing recommendation letters that can be done online using the XStar application,” he said.

According to Baskara, this digital system makes the data submission process faster. Additionally, oversight of subsidised fuel distribution becomes more transparent and robust.

“Everything is recorded, everything can be monitored. This is a concrete step to ensure subsidies reach those who are entitled. Subsidised fuel for eligible citizens should not be enjoyed by those who are not,” he emphasised.

Baskara hopes that the implementation of recommendation letters in the field will become increasingly effective, so that the distribution of subsidised and compensated fuel truly reaches eligible citizens.

“We hope this letter can operate effectively, so that the subsidised and compensated fuel distributed to the public is increasingly on target,” he said.

One of the technical guidance participants, Indah, assessed that the recommendation letter has simplified access for user communities to obtain subsidised and compensated fuel, especially for those who have difficulty bringing their work equipment to fuel stations.

“This letter makes it easier for us, fishermen and farmers, whose vehicles (work tools) cannot be operated (brought) directly to fuel stations,” said the Kuningan resident.

Meanwhile, House of Representatives Commission XII Member Rokhmat Ardiyan appreciated BPH Migas’s efforts in maintaining the distribution of energy subsidies to avoid misallocation.

“By continuing to ensure that these subsidies are on target, it becomes part of the government’s concern, so that the public can enjoy subsidised fuel,” he explained.

The technical guidance session was also attended by the Head of the Cooperative, SME, Trade, and Industry Office of Kuningan Regency, Toni Kusumanto, Cirebon Retail Sales Area Manager of Pertamina Patra Niaga, Rifki Karfa Nasution, and Cirebon I Fuel Sales Branch Manager of Pertamina Patra Niaga, Novan Reza Pahlevi.
