        "content": "<p>Jakarta (ANTARA) - The Oil and Gas Downstream Regulatory Agency (BPH\nMigas) is simplifying access for eligible individuals to purchase\nsubsidised and compensated fuel in Kuningan, West Java, through the use\nof recommendation letters.<\/p>\n<p>BPH Migas Committee Member Baskara Agung Wibawa stated in Jakarta on\nTuesday that these recommendation letters promote more orderly,\ntransparent, and targeted distribution, while also facilitating services\nacross various regions in Indonesia.<\/p>\n<p>\u201cEducation on recommendation letters also helps the public understand\ngovernment policies regarding fuel distribution,\u201d he said while\nattending a technical guidance session titled \u201cSubsidised Fuel Services\nUsing Recommendation Letters\u201d in Kuningan, West Java, on Monday\n(27\/4).<\/p>\n<p>Baskara added that the government continues to ensure access to\nsubsidised fuel for eligible citizens, including through BPH Migas\nRegulation No.\u00a04 of 2025, which regulates the online issuance of\nrecommendation letters via the XStar application.<\/p>\n<p>The use of information technology makes it easier for consumer users\nsuch as farmers, fishermen, SMEs, and public services to purchase\nsubsidised and compensated fuel according to the quotas set in the\nregulations.<\/p>\n<p>\u201cHowever, it\u2019s not just about availability; the next challenge is\nensuring the distribution of subsidised fuel reaches the right targets.\nNow we have a digital system for issuing recommendation letters that can\nbe done online using the XStar application,\u201d he said.<\/p>\n<p>According to Baskara, this digital system makes the data submission\nprocess faster. Additionally, oversight of subsidised fuel distribution\nbecomes more transparent and robust.<\/p>\n<p>\u201cEverything is recorded, everything can be monitored. This is a\nconcrete step to ensure subsidies reach those who are entitled.\nSubsidised fuel for eligible citizens should not be enjoyed by those who\nare not,\u201d he emphasised.<\/p>\n<p>Baskara hopes that the implementation of recommendation letters in\nthe field will become increasingly effective, so that the distribution\nof subsidised and compensated fuel truly reaches eligible citizens.<\/p>\n<p>\u201cWe hope this letter can operate effectively, so that the subsidised\nand compensated fuel distributed to the public is increasingly on\ntarget,\u201d he said.<\/p>\n<p>One of the technical guidance participants, Indah, assessed that the\nrecommendation letter has simplified access for user communities to\nobtain subsidised and compensated fuel, especially for those who have\ndifficulty bringing their work equipment to fuel stations.<\/p>\n<p>\u201cThis letter makes it easier for us, fishermen and farmers, whose\nvehicles (work tools) cannot be operated (brought) directly to fuel\nstations,\u201d said the Kuningan resident.<\/p>\n<p>Meanwhile, House of Representatives Commission XII Member Rokhmat\nArdiyan appreciated BPH Migas\u2019s efforts in maintaining the distribution\nof energy subsidies to avoid misallocation.<\/p>\n<p>\u201cBy continuing to ensure that these subsidies are on target, it\nbecomes part of the government\u2019s concern, so that the public can enjoy\nsubsidised fuel,\u201d he explained.<\/p>\n<p>The technical guidance session was also attended by the Head of the\nCooperative, SME, Trade, and Industry Office of Kuningan Regency, Toni\nKusumanto, Cirebon Retail Sales Area Manager of Pertamina Patra Niaga,\nRifki Karfa Nasution, and Cirebon I Fuel Sales Branch Manager of\nPertamina Patra Niaga, Novan Reza Pahlevi.<\/p>",
