Bandung City DPRD Special Committee Advances Draft Regulation on Risky Sexual Behaviour
Special Committee (Pansus) 14 of Bandung City’s Regional Representative Council (DPRD) has demonstrated significant progress in discussing the Draft Regional Regulation (Ranperda) on Prevention and Control of Risky Sexual Behaviour and Sexual Deviation, which is now entering the stage of detailed clause-by-clause discussion with the supporting Regional Organisational Unit (OPD), the Health Department.
The committee chair, Radea, explained that the special committee has conducted various participatory stages, including focus group discussions (FGD) with academics, practitioners, civil society organisations, and community representatives. Additionally, the committee has received public submissions and consulted with the government to enrich the substance of the draft regulation.
“The entire process is being carried out to ensure that the regulation is truly comprehensive and responsive to community needs. We are also continuously working to ensure that this discussion can be completed on time,” said Radea.
In its discussion, the special committee emphasised its commitment to prioritising the interests of Bandung City’s residents and ensuring alignment with the hierarchy of applicable legislation. The primary focus of the draft regulation concerns efforts to prevent and control risky sexual behaviour and sexual deviation.
As a comparative reference, the special committee has conducted research on several regions that have adopted similar regulations earlier, such as Cianjur Regency through Regional Regulation No. 1 of 2020, Bogor City (Regional Regulation No. 10 of 2021), and Bandung Regency (Regional Regulation No. 14 of 2023).
Beyond health and legal regulatory approaches, the special committee has also highlighted the importance of strengthening local wisdom as part of a prevention strategy. Cultural values that reflect the nation’s identity are considered to have an important role in shaping community character and maintaining local identity.
Furthermore, Radea stated that he was inspired by the views of Coordinating Minister for Law, Human Rights and Security Yusril Ihza Mahendra, who emphasised legal protection from sexual deviation behaviour for young generations. This perspective includes support for discussions on a draft national law against sexual behaviour deviation.
“This effort is part of the state’s responsibility in protecting moral and religious values. Indonesia as a law-based state founded on Pancasila and the 1945 Constitution has an obligation to provide protection to society,” said Radea.
Special Committee 14 of Bandung City’s DPRD is committed to continuing to oversee the completion of this draft regulation, which is expected to serve as a strong legal foundation for maintaining public health, order, and social values.
