Special Committee (Pansus) 14 of Bandung City\u2019s Regional\nRepresentative Council (DPRD) has demonstrated significant progress in\ndiscussing the Draft Regional Regulation (Ranperda) on Prevention and\nControl of Risky Sexual Behaviour and Sexual Deviation, which is now\nentering the stage of detailed clause-by-clause discussion with the\nsupporting Regional Organisational Unit (OPD), the Health\nDepartment.<\/p>\n
The committee chair, Radea, explained that the special committee has\nconducted various participatory stages, including focus group\ndiscussions (FGD) with academics, practitioners, civil society\norganisations, and community representatives. Additionally, the\ncommittee has received public submissions and consulted with the\ngovernment to enrich the substance of the draft regulation.<\/p>\n
\u201cThe entire process is being carried out to ensure that the\nregulation is truly comprehensive and responsive to community needs. We\nare also continuously working to ensure that this discussion can be\ncompleted on time,\u201d said Radea.<\/p>\n
In its discussion, the special committee emphasised its commitment to\nprioritising the interests of Bandung City\u2019s residents and ensuring\nalignment with the hierarchy of applicable legislation. The primary\nfocus of the draft regulation concerns efforts to prevent and control\nrisky sexual behaviour and sexual deviation.<\/p>\n
As a comparative reference, the special committee has conducted\nresearch on several regions that have adopted similar regulations\nearlier, such as Cianjur Regency through Regional Regulation No.\u00a01 of\n2020, Bogor City (Regional Regulation No.\u00a010 of 2021), and Bandung\nRegency (Regional Regulation No.\u00a014 of 2023).<\/p>\n
Beyond health and legal regulatory approaches, the special committee\nhas also highlighted the importance of strengthening local wisdom as\npart of a prevention strategy. Cultural values that reflect the nation\u2019s\nidentity are considered to have an important role in shaping community\ncharacter and maintaining local identity.<\/p>\n
Furthermore, Radea stated that he was inspired by the views of\nCoordinating Minister for Law, Human Rights and Security Yusril Ihza\nMahendra, who emphasised legal protection from sexual deviation\nbehaviour for young generations. This perspective includes support for\ndiscussions on a draft national law against sexual behaviour\ndeviation.<\/p>\n
\u201cThis effort is part of the state\u2019s responsibility in protecting\nmoral and religious values. Indonesia as a law-based state founded on\nPancasila and the 1945 Constitution has an obligation to provide\nprotection to society,\u201d said Radea.<\/p>\n
