In the footage, vehicles can be seen changing lanes in a zig-zag pattern from lane one to lane three in sequence. The action appeared to block the toll road, even though traffic was relatively light; such manoeuvres were deemed dangerous to other road users and could spark accidents, especially if other vehicles travel at high speeds.
