Workers Can Lodge Complaints with Labour Authority If Companies Fail to Pay Festive Holiday Allowance

The Labour and Transmigration Office (Disnakertrans) of Central Java Province has opened consultation and complaints posts regarding the payment of Idul Fitri festive holiday allowance (THR). Workers seeking information about THR payment regulations, including those facing difficulties in obtaining their THR entitlements, can visit these posts.

Ahmad Aziz, Head of Central Java Disnakertrans, disclosed that the THR posts will operate from 2-31 March 2026. “Consultations will be held from 2-13 March, whilst complaints will be handled from 14-31 March. Consultations are conducted less than seven days before the holiday or at most eight days before,” said Aziz during a press briefing at the office in Semarang City on Monday (2 February 2026).

In addition to the Central Java Disnakertrans Office, consultation and complaints posts regarding THR have been opened at six Labour Supervision Units across Central Java, located in Surakarta, Magelang, Pati, Banyumas, Pekalongan, and Semarang. According to Aziz, the posts operate Monday to Friday from 07:30 to 14:30 Western Indonesian Time. Aziz noted that Central Java Disnakertrans also accepts complaints via post and its official website. Additionally, they have provided a telephone number for workers wishing to lodge complaints about THR issues. The number is 0819 1952 4945.

“For complaints during weekends, submissions can be made online. We have dedicated staff responsible for handling these,” said Aziz.

According to Aziz, workers are also welcome to file complaints directly with the official channels of the Ministry of Manpower (Kemenaker). Such reports will subsequently be coordinated with Central Java Disnakertrans.

Aziz explained that THR payments by companies to workers are regulated under Law Number 36 of 2021 on Wages and the Ministry of Manpower Regulation Number 6 of 2016 on Religious Festive Holiday Allowance. He disclosed that the previous year, Central Java Disnakertrans received more than 100 complaints regarding worker THR payments.

The complaints included cases of non-payment of THR and instalment-based THR payments. According to Aziz, the majority of reported cases were successfully resolved.

“However, some remain unresolved, such as the Sritex case. Sritex has not yet fulfilled its obligations because THR payment awaits the sale or auction of its bankrupt assets,” he said. According to Aziz, approximately five companies in Central Java faced THR payment problems similar to Sritex in the previous year.
