With a 120-hectare land reserve, the Land Bank will build housing in collaboration with developers
JAKARTA, KOMPAS.com - The Land Bank Agency (BBT) is preparing around 120 hectares of land bank for housing development in several regions. The land is intended for the development of landed houses, particularly for low-income households. Acting Head of BBT Hakiki Sudrajat said that most housing development on the land would be in the form of landed houses as apartments are not yet suitable considering current market conditions. ‘Most (houses) are for landed houses, as for us. We will not do apartments yet. We will look at the market first, how the supply-demand is,’ he said at an event in Jakarta on Friday (6/3/2026).
He explained that the development will not be carried out directly by the BBT, but through cooperation with developers. In the management scheme, the land will have the Hak Pengelolaan Lahan (HPL) status owned by the BBT. Meanwhile, the houses built by developers will use the Hak Guna Bangunan (HGB) above the HPL.
According to Hakiki, home ownership for the houses built on the land could later be upgraded to Hak Milik (HM) after a certain period. ‘HGB above HPL. Ten years to become ownership,’ he said.
He added that the houses built on the land are projected to be subsidised housing through the Fasilitas Likuiditas Pembiayaan Perumahan (FLPP) scheme. The price of the houses is estimated to be around Rp 150 million.
Regarding the resale rules, Hakiki explained that the BBT applies a minimum ownership period of 10 years before resale is allowed. However, the policy can be adjusted to field conditions. ‘The rule is 10 years for us. But in some locations we are pushing. If the conditions are clear in five years, why not?,’ he said.
As for the housing development in several locations, it will involve local developers as well as regional-owned enterprises (BUMD). BBT also opens up opportunities for other parties who wish to participate. ‘Not by auction, but we expose it. Please those who want to participate,’ he added.
