BOGOR — Desi Hartarti (41), the wife of a Civil Servant (ASN) in the Bogor City Civil Service Police Unit (Satpol PP), has revealed that her husband is allegedly a victim of the pawning of his Appointment Letter (SK) by the finance sub-section head with the initials IJ. The case originated from the borrowing of her husband’s name to apply for a bank loan.

Desi recounted that in 2022, her husband sought permission for IJ to borrow his name to apply for a loan from a bank. She said she agreed to the request on the condition that payments were made smoothly.

“Well, from there, IJ himself told me personally, ‘Ma’am, I won’t allow employees or staff to borrow money from the bank without permission from their wives. That’s why I brought you here, I’m borrowing your husband’s name,’” Desi said when confirmed by media on Monday (13/4/2026).

“I said, ‘Oh yes, sir, that’s fine, as long as the payments are proper, the instalments,’ that’s our initial agreement in 2022,” she added.

Subsequently, one of the banks in Bogor City approved a loan of Rp 100 million using Desi’s husband’s name.

“Well, after receiving the Rp 100 million, there were admin deductions and principal savings deductions. The Rp 100 million is mine personally, sir, personally mine,” she explained.

Desi stated that in 2024, IJ planned to add another loan or top-up of Rp 250 million using her husband’s name. However, Desi rejected the plan because she also had her own borrowing needs.

“He wanted to top up again for Rp 250 million. At that time, I personally had some matters, I wanted to borrow from the bank myself,” she said.

At that point, Desi checked with the bank because it had previously been agreed that the loan tenor would be one year. However, she discovered that the applied loan tenor was 10 years.

Upon learning this, Desi rejected the Rp 250 million top-up plan. She emphasised that the initial Rp 100 million loan should have been repaid within one year as per the agreement.

In 2024, instalment payments continued, although there were delays of around Rp 2.08 million.

“In the end, the top-up didn’t happen, and in 2024 the payments were still proper, sir. Just a bit late, around the 20th or 21st, then he paid the loan to me via bank transfer. Rp 2,080,000 is mine personally,” she revealed.

Desi said that in 2025, instalment payments were delayed for three months. She then visited her husband’s office to seek clarification. After checking, the Satpol PP side claimed they had never made any borrowing.

“It turned out that the office admitted they didn’t borrow,” Desi explained.

“And it was gradual, for example today two people, on Tuesday several people. Naturally, I asked, who called them? It turned out to be from the Mayor,” she added.

By the end of 2025, the victims and the suspect had met with the Bogor City Regional Secretary, Denny Mulyadi, to provide statements.
