What is PP Tunas? This is the New Komdigi Rule Blocking Children's Accounts on Social Media Starting 28 March
PP Tunas is Government Regulation Number 17 of 2025 on the Governance of Electronic System Operators in Child Protection. This regulation will officially take effect on Saturday (28/3/2026). The policy requires digital platforms to deactivate accounts of child users under the age of 16 as part of efforts to strengthen child protection in the digital realm. The government, through the Ministry of Communication and Digital (Komdigi), states that the implementation of this regulation will be carried out in stages, starting from several major platforms deemed to pose high risks to children. Before its official implementation, PP Tunas was first promulgated on 6 March 2026. This means there is a transition period of about 22 days before the regulation fully applies. Minister of Communication and Digital Meutya Hafid said that this policy is taken because the current state of the digital space in Indonesia is considered to be in a “digital emergency” stage for children. According to Meutya, the threats faced by children on the internet are becoming increasingly complex, ranging from exposure to pornographic content, cyberbullying, online scams, to addiction to digital platforms. “The government is present so that parents no longer have to fight alone against the giants of algorithms,” Meutya stated in an official remark. The technical rules of this policy are further regulated in Komdigi Ministerial Regulation Number 9 of 2026 as a derivative regulation from PP Tunas. Nevertheless, the government considers this step important to create a safer digital space for the younger generation. “We are taking this step to reclaim the sovereignty of our children’s future. We want technology to humanise humans, not to sacrifice the childhood of our children,” said Meutya. In the future, the government will continue to monitor the compliance of digital platforms with this regulation until all electronic system operators carry out their obligations in accordance with the applicable regulations.
