What is KSBE? The Type of Sexual Violence Emerging in the FH UI Case
JAKARTA - The sexual violence case involving 16 students from the Faculty of Law at the University of Indonesia (FH UI) has been widely discussed by the public since the open trial held on Monday (13/4/2026). The National Commission on Violence Against Women (Komnas Perempuan) states that the incident falls under the category of Electronic-Based Sexual Violence (KSBE). What is KSBE and what are the criminal consequences of such acts? According to the Komnas Perempuan website, KSBE is one type of sexual violence that uses cyber means in its criminal acts. Komnas Perempuan member Devi Rahayu explained that this form of KSBE violence is clearly regulated under Law No. 12 of 2022 on Sexual Violence Crimes (UU TPKS). “Both through Article 5, which regulates non-physical sexual harassment, and Article 14, which regulates sexual violence through electronic means,” she said. From Devi’s explanation, there are two mentioned articles, namely Article 5 of the UU TPKS. This article states: “Any person who commits a non-physical sexual act directed at the body, sexual desire, and/or reproductive organs with the intent to demean a person’s dignity and honour based on their sexuality and/or morality, shall be punished for non-physical sexual harassment, with a maximum imprisonment of 9 months and/or a maximum fine of Rp10,000,000 (ten million rupiah).”
