West Java to Build Two Waste-to-Energy Power Plants in West Bandung Regency and Bogor City

The West Java provincial government has signed an MoU regarding plans to build two waste-to-energy power plants (PSEL). These two PSEL facilities will be constructed in West Bandung Regency and Bogor City.

The signing was carried out by West Java Governor Dedi Mulyadi along with eight mayors and regents, including the Mayor of Bogor, Mayor of Depok, Mayor of Bandung, Mayor of Cimahi, Regent of Bandung, Regent of West Bandung, Regent of Purwakarta, and Regent of Cianjur, in the Command Centre at South Tower Plaza Kuningan, South Jakarta, on Tuesday (7/6/2026). The signing was directly witnessed by Environment Minister Hanif Faisol Nurofiq.

West Java Governor Dedi Mulyadi stated that the signing was carried out in line with instructions from President Prabowo Subianto. He mentioned that the two locations in West Java to be used for PSEL are in Surimukti, West Bandung Regency, and Kayumanis, Tanah Sareal, Bogor City.

Dedi Mulyadi also explained that waste management has so far incurred significant budgets. He hopes that these two waste management sites in West Java can reduce budget allocations.

“By allocating to two places in Bogor and West Bandung Regency, the effectiveness will then focus on just those two areas in my view,” said Dedi Mulyadi.

“The first is the cleaning staff and sweepers, the second is the transporters who carry it. It can even be outsourced to third parties for greater efficiency. This will lighten our burden in bureaucratic waste management activities, so the allocation can be shifted for other infrastructure needs,” he added.

On the same occasion, Environment Minister Hanif Faisol viewed the signing of this memorandum of understanding as a swift step taken by the West Java regional government in following up on President Prabowo Subianto’s instructions on waste management.

“We express our deepest gratitude for the very quick response from the West Java Provincial Government and all its regencies and cities to the respected instructions from President Prabowo Subianto to carry out waste management into renewable energy or electricity energy, which we call PSEL or post-waste to energy,” said Minister Hanif after the signing.

Hanif conveyed that the President, through Presidential Regulation No. 109, has outlined that cities or city agglomerations with waste accumulation exceeding 1,000 tonnes per day must promptly resolve it through waste-to-energy technology approaches. He said the West Java regional government has directly followed up on that order.

“Today, we together witness the signing led directly by the West Java Governor, involving eight regents and mayors across West Java, divided into two agglomerations, namely the Greater Bandung agglomeration and the Bogor-Depok agglomeration. So there are two agglomerations that today were signed by eight mayors and regents led directly by the West Java Governor,” explained Hanif.

Hanif also hopes that with the signing that has taken place, it can be promptly followed up by completing the necessary documents and moving to the next stage, namely submission to Danantara as instructed by the President. He stated that waste issues are truly being seriously considered by the President.

“It will also become our collective spirit that the resolution of waste truly receives serious attention from the President. The President has not held back, having issued Presidential Regulation No. 109 of 2025 on waste management into electricity energy, among others,” said Hanif.
