West Java DPRD: Regional Environmental Draft Regulation Should Not Merely Copy Central Government Rules
The preparation of the Draft Regional Regulation on the Implementation of Environmental Protection and Management (PPLH) must be comprehensive and include local wisdom tailored to the region’s characteristics, according to Special Committee (Pansus) XV of the West Java DPRD.
The committee believes that strengthening local content is necessary so that the PPLH Draft Regulation does not merely repeat provisions from central government legislation, but is also capable of providing concrete solutions to environmental issues in West Java.
“The preparation of the PPLately Draft Regulation must be comprehensive and contain local wisdom that serves as a differentiator and a solution according to the characteristics of West Java. This regulation must be applicable and provide legal certainty, particularly in pollution control, waste management, and regional institutional aspects,” said Junaedi, a member of the West Java DPRD Special Committee XV, in a statement in Bandung on Thursday.
According to Junaedi, strengthening local content is a vital substance to ensure that environmental protection regulations can be implemented effectively and address technical issues on the ground.
As part of the discussion regarding the Draft Regulation, Special Committee XV conducted a working visit to the Jakarta Environmental Agency (DLH) on Thursday.
Junaedi stated that the visit was undertaken to study environmental governance practices in metropolitan areas as material to refine the substance of the West Java PPLH Draft Regulation.
In addition to studying practices in other regions, Special Committee XV also consulted with the Ministry of Environment and relevant regional agencies. These consultations were conducted to ensure that the material of the PPLH Draft Regulation remains aligned with central government legislation while being applicable to the needs and characteristics of West Java.
The Draft Regulation on the Implementation of Environmental Protection and Management began being discussed by the West Java DPRD after the Governor of West Java presented the introductory note during a plenary session on Tuesday (9/6). The West Java DPRD subsequently formed Special Committee XV to discuss the PPLH Draft Regulation on Thursday (25/6).
In previous discussions, Special Committee XV also highlighted the strengthening of monitoring instruments and sanctions against environmental pollution, including issues related to the pollution of the Cilamaya River Basin (DAS), which impacts the areas of Karawang, Purwakarta, and Subang.
