        "content": "<p>The preparation of the Draft Regional Regulation on the\nImplementation of Environmental Protection and Management (PPLH) must be\ncomprehensive and include local wisdom tailored to the region\u2019s\ncharacteristics, according to Special Committee (Pansus) XV of the West\nJava DPRD.<\/p>\n<p>The committee believes that strengthening local content is necessary\nso that the PPLH Draft Regulation does not merely repeat provisions from\ncentral government legislation, but is also capable of providing\nconcrete solutions to environmental issues in West Java.<\/p>\n<p>\u201cThe preparation of the PPLately Draft Regulation must be\ncomprehensive and contain local wisdom that serves as a differentiator\nand a solution according to the characteristics of West Java. This\nregulation must be applicable and provide legal certainty, particularly\nin pollution control, waste management, and regional institutional\naspects,\u201d said Junaedi, a member of the West Java DPRD Special Committee\nXV, in a statement in Bandung on Thursday.<\/p>\n<p>According to Junaedi, strengthening local content is a vital\nsubstance to ensure that environmental protection regulations can be\nimplemented effectively and address technical issues on the ground.<\/p>\n<p>As part of the discussion regarding the Draft Regulation, Special\nCommittee XV conducted a working visit to the Jakarta Environmental\nAgency (DLH) on Thursday.<\/p>\n<p>Junaedi stated that the visit was undertaken to study environmental\ngovernance practices in metropolitan areas as material to refine the\nsubstance of the West Java PPLH Draft Regulation.<\/p>\n<p>In addition to studying practices in other regions, Special Committee\nXV also consulted with the Ministry of Environment and relevant regional\nagencies. These consultations were conducted to ensure that the material\nof the PPLH Draft Regulation remains aligned with central government\nlegislation while being applicable to the needs and characteristics of\nWest Java.<\/p>\n<p>The Draft Regulation on the Implementation of Environmental\nProtection and Management began being discussed by the West Java DPRD\nafter the Governor of West Java presented the introductory note during a\nplenary session on Tuesday (9\/6). The West Java DPRD subsequently formed\nSpecial Committee XV to discuss the PPLH Draft Regulation on Thursday\n(25\/6).<\/p>\n<p>In previous discussions, Special Committee XV also highlighted the\nstrengthening of monitoring instruments and sanctions against\nenvironmental pollution, including issues related to the pollution of\nthe Cilamaya River Basin (DAS), which impacts the areas of Karawang,\nPurwakarta, and Subang.<\/p>",
