West Java Corrections Office proposes 1,454 inmates for amnesty

The West Java Regional Office of the Directorate General of Corrections (Ditjenpas) has proposed 1,454 inmates for amnesty from President Prabowo Subianto.

Head of the Guidance Division at the West Java Ditjenpas Regional Office, Ishadi Maja Prayitno, said that of that number, around 1,100 inmates fall under the national amnesty programme.

“We are actually still waiting for the amnesty decree. There are 1,454 amnesty decrees still awaiting the President’s signature,” Ishadi said in Bandung on Tuesday.

“Of the 1,454 amnesty decrees, around 1,100 are for the national amnesty programme. So they will be included in something like the Reserve Component (Komcad),” he said.

According to him, implementation of the programme is still awaiting operational guidelines (juklak) and technical guidelines (juknis) from the government.

Meanwhile, he said, around 354 other inmates fall under the humanitarian amnesty category. They consist of inmates with specific conditions, such as prolonged illness and advanced age.

“The remainder are humanitarian amnesty cases. Prolonged illness, elderly, and so on. They will be released directly,” he said.

Ishadi said the amnesty proposals were submitted in 2026. For recipients of the national amnesty specifically, one of the requirements is that they be aged between 18 and 40 years.

However, recipients of the national amnesty will not be released immediately once the decree is issued. They are still required to undergo training, the mechanism for which is currently being prepared by the government.

“Except for the national amnesty recipients, who must undergo training first. As for the operational and technical guidelines, we are still waiting for them from the government,” Ishadi said.

He said the training for national amnesty recipients is planned to have a concept roughly similar to the Reserve Component (Komcad) programme, but with a shorter training period.

“It will be more or less like Komcad, but perhaps more condensed due to cost considerations. However, the plan is for them to be placed at the Brimob facility in Cikeas. We will hand over the training to our colleagues in the National Police,” he said.
