Jakarta (ANTARA) — The West Jakarta City Government is providing assistance regarding the fulfilment of property ownership status and certificate renewal for residents of City Park Apartment in Cengkareng.

Apartment residents, organised through the City Park Association of Apartment Owners and Residents (PPPSRS), had previously lodged complaints with the Jakarta Regional Parliament concerning certificate issues. The West Jakarta City Government took the initiative to facilitate meetings between all relevant parties.

“This is a follow-up to the City Park residents’ audience in East Cengkareng that was previously presented to Commission A of the Jakarta Regional Parliament regarding incomplete certificates. From there, mediation between residents and relevant parties was subsequently conducted,” stated West Jakarta City Secretary Firmanudin Ibrahim at the West Jakarta Mayor’s Office on Friday.

The meeting was attended by City Park Apartment residents, the developer, the State Housing Development Enterprise (Perumnas), and the National Land Agency (BPN).

Firmanudin stated that the meeting had begun identifying solutions concerning land administration issues that form the basis for certificate issuance.

With this mutual understanding, Firmanudin hoped that City Park residents’ rights regarding proof of ownership in the form of certificates could be fulfilled.

Beyond the certificate issue, Firmanudin also highlighted the developer’s obligations that have not yet been fully transferred to the government or residents. “We are also still pursuing obligations that have not been handed over by PT Reka Rumanda Agung Abadi,” he said.

The hope is that through a persuasive approach, these obligations can be promptly fulfilled so that residents can benefit from them and the government can also conduct area management.

Meanwhile, legal representative of PPPSRS City Park, Martin Lukas Simanjuntak, accompanied by PPPSRS Chairman Starley, stated that residents had indeed established formal management through a general member meeting on 20 December 2025.

In these regulations, it is clearly stated that the developer is obligated to hand over shared facilities and common land to resident management. “Especially since unit owners have already received their rights through valid sales transactions,” he said.

Martin also revealed that resident management had twice sent invitations to the developer, PT Reka Rumanda Agung Abadi, to discuss the handover process, but had not received a response.

“Since PPPSRS was registered on 15 January until now, we have twice sent invitation letters to PT Reka Rumanda Agung Abadi, but have never received a response. We are grateful that today the city government and the regional parliament have facilitated this meeting,” he said.

He hoped that the meeting would encourage the developer to promptly fulfil its obligations. However, if no resolution is reached, residents are not ruling out pursuing legal channels.

Martin also explained that the master Building Rights Certificate (HGB) of the apartment is currently still held by the developer, whilst its validity will expire in February 2028.

According to him, if not promptly renewed, this situation could harm residents despite them already holding Certificates of Ownership of Apartment Units (SHMRS).

SHMRS derives from the master HGB. If the validity of the master HGB expires and is not renewed, it would certainly become an issue for residents.

“Therefore, we hope the developer will act in good faith to hand over documents that are rightfully the residents’,” he said.
