West Jakarta City Administration Seals Padel Court in Kembangan Over Missing Permits
Jakarta — The West Jakarta City Government sealed the MMT Padel building in the Western Primary Development Zone (SPB) area on Jalan Puri Ayu, Kembangan, on Monday, because the owner had not completed required licensing documentation.
“In the Building Approval (PBG) process, there are requirements that have not been fulfilled and have not been processed to date, so we are sealing this building,” said West Jakarta Mayor Iin Mutmainnah.
The building seal was marked with the placement of a seal banner and yellow tape from the West Jakarta Sub-Office of Urban Development, Spatial Planning and Land Affairs (CKTRP). The seal banner was affixed to the outside of the building at the entrance as a public information notice.
The CKTRP line tape was placed inside the building to ensure no violations of the established area boundaries.
“We have also directly communicated to MMT Padel management that they are not permitted to conduct any activities,” Iin stated firmly.
Officials inspected the upper section of the building to ensure no operations were taking place at the site.
“We checked the upper area and ensured no activities could occur. The padel area already has CKTRP tape installed, as does the cafe area and its facilities. Therefore, we are requesting that all activities in this building be halted,” she said.
The Mayor also called upon owners of other padel facilities to comply with applicable regulations.
“Of the 132 buildings that exist, many are already licensed, but some are not yet licensed for various reasons. We will continue to conduct enforcement in accordance with procedures, including padel buildings located in residential areas,” Iin explained.
At the same location, CKTRP Sub-Office Head Lucia Purbarini Soepardi emphasised that operational activities are not permitted whilst the building is sealed. Once all licensing documents are complete, operations may resume.
“Operational activities are not permitted without a Certificate of Proper Function (SLF). A building must have PBG, but for operations it must first have an SLF. Once all documents are complete, the building may operate,” Lucia said.
Meanwhile, MMT Padel General Manager Doris stated that the facility has been processing licensing documentation since 2025. However, several document sections required revisions.
“There were obstacles because several sections still require revision of the licensing documents since 2025, specifically in June 2025,” Doris said.
Regarding document completeness, she noted the licensing process is not lengthy, only requiring revision of technical drawings. Once the drawing revisions are completed, a Primary Retribution Number (NPR) will be issued, after which administrative fees simply need to be paid.
“The process has actually reached that stage,” Doris added.
