Many people are interested in building houses near rivers because of the scenic views and relatively cool air. Even in urban areas, houses are constructed to encroach upon river channels due to limited land availability. However, not all land adjacent to rivers can be developed for housing. There are special regulations governing the minimum distance of buildings from rivers, known as riverside buffer zones (garis sempadan sungai).

In Indonesia, these regulations are established under Law No. 17 of 2019 on Water Resources and Ministry of Public Works and Housing (PUPR) Regulation No. 28/PRT/M/2015 on the Establishment of Riverside Buffer Zones and Lake Buffer Zones.

According to PUPR Regulation No. 28/2015, a riverside buffer zone is a boundary line on the left and right of the river channel that serves as a river protection area. This line establishes a spatial boundary that must be maintained to preserve the river’s functions.

The regulations regarding riverside buffer zone distances are determined based on river conditions and regional characteristics. Under various technical provisions, minimum buffer zone distances include specific measurements that vary depending on whether the river is embanked or unembankdd. For non-embanked rivers, the buffer zone is wider and determined based on the river’s width and local conditions, ensuring that sufficient space remains for water flow and flood control.

Buildings constructed too close to rivers risk obstructing water flow, exacerbating flooding, and compromising riverine ecosystem integrity. Consequently, the government is authorised to enforce compliance and demolish buildings that violate riverside buffer zone regulations.
