Vehicle Samsat Requires Original ID Matching STNK: Here's Why
The use of an original identity card (KTP) when paying vehicle taxes is often complained about by the public, especially by buyers of used motorcycles or cars. They frequently face obstacles in paying taxes because the identity on the vehicle registration certificate (STNK) differs from their KTP.
On the other hand, the previous vehicle owner may not be willing to lend their KTP for STNK renewal purposes. As a result, the requirement for vehicle tax payments that the STNK identity matches the KTP is often questioned by many people.
Quoting the Samsat Pontianak website, the obligation to include an original KTP when renewing the STNK is related to validating the vehicle owner’s identity. Vehicles with renewed STNKs become more assured of their legality because the documents match.
Not only that, including the original KTP is also expected to prevent misuse by other parties, including criminal acts. This is because using a photocopy is considered not to show the validity of vehicle ownership and may be done without the original owner’s consent. Meanwhile, with the original KTP, the former owner is deemed to have approved its use.
The Instagram page of Samsat Digital also states that including the original KTP is stipulated in Police Regulation No. 5 of 2012 on Motor Vehicle Registration and Identification.

The only option to renew the STNK without the original KTP is to rename the vehicle. However, renaming a used vehicle also comes with complaints from owners. Recently, the renaming fee for used vehicles has been abolished, but there are still costs that must be borne by the vehicle owner.
First, there is PKB and optional PKB. PKB and optional depend on the vehicle. You can see/estimate the PKB amount on the STNK sheet. If there is a delay in previous tax payments, there will be a PKB fine.
Second, there is the mandatory traffic accident fund contribution fee (SWDKLLJ). Cars are usually charged Rp 143,000. Third, there is the STNK issuance fee of Rp 200,000 for four-wheeled or more motor vehicles. Fourth, there is the number plate issuance fee (TNKB) of Rp 100,000 for four-wheeled or more vehicles.
Fifth, there is the BPKB issuance fee of Rp 375,000 for cars. Finally, there is the mutation fee if the car is registered in a different region. The fee for issuing a mutation letter outside the area is Rp 250,000 for four-wheeled or more vehicles.
