Use of stickers

On April 19, 1995, The Jakarta Post reported an interview
given by the city council's Chairman of Commission C, H Helmy AR
Syihap, that the three-in-one regulation should be replaced by
the use of stickers.

At last someone high up shares my views, contained in my
article published in Kompas some time ago. I made the same
proposal for the same reasons. The only difference was that I
mentioned Singapore as an example, where this sticker system has
been in operation for a long time. Some roads are closed until
ten o'clock, except for sticker bearers. The traffic is under
control and most important the money flows into the government
coffer.

As with every coin, there are two sides. With this sticker
system, the three-in-one jockeys will be out of work. But this is
not a big deal.

This sticker system should be given priority in the program of
the Jakarta City Council. Seen from the legal point of view,
there are no obstacles in replacing the governor's decree, No
613/1992, with another more up-to-date regulation. Even a Supreme
Court final decision can be suspended by the same Supreme Court.
