Housing estates and new residential areas have become the
target of thieves and purse snatchers. This would not have
happened if developers and contractors regularly reported new
settlers to local village and district chiefs. This could lead to
the establishment of new neighborhood community organizations.

Two-year-old housing estates with 60 percent occupancy rates
still experience difficulties in setting up their own community
organizations.

Among the new settlers, bigwigs from large cities prefer to be
indifferent to this matter. This only aggravates the unsafe
situation and provides certain people with the opportunity to
illegally collect money, under the pretense of development
purposes.
