Unlike West Java, Paying Vehicle Tax in Central Java Still Requires Old Owner's ID
SEMARANG, KOMPAS.com - The policy of paying motor vehicle tax without the owner’s ID card has begun to be implemented in West Java, making it easier for the public to handle vehicle obligations even if not in their own name.
However, this regulation does not yet apply in all regions. In other areas such as Central Java, vehicle tax payments still require the owner’s ID card as per the data in the STNK or must be accompanied by a power of attorney if represented.
The Deputy Head of the Regident Sub-Directorate of the Traffic Directorate of the Central Java Police, AKBP Prianggo Malau, stated that basically, the payment of motor vehicle tax (PKB) and Mandatory Contribution to the Road Traffic Accident Fund (SWDKLLJ) is part of the STNK validation process.
“Referring to the police regulation, this process is regulated in Police Regulation (Perpol) No. 7 of 2021 on Motor Vehicle Registration and Identification,” he told Kompas.com on Wednesday (15/4/2026).

Therefore, vehicle tax payments in Central Java still require the original ID card of the owner as per the data in the STNK.
In addition, vehicle tax payments in someone else’s name can still be carried out. However, there are additional requirements that must be met, namely bringing a stamped power of attorney from the vehicle owner and attaching a photocopy of the owner’s ID as the authoriser.
