Unlicensed Padel Courts Sealed Again, This Time in Jagakarsa
South Jakarta’s Municipal Government (Pemkot Jaksel), through the Department of Public Works, Spatial Planning, and Land Affairs (Citata), has sealed another unlicensed padel court. The latest sealing targeted a padel court located on Jalan Moh Kahfi 1 RT 04/RW 04, Cipedak, Jagakarsa.
“This demonstrates our commitment to strictly enforce action against buildings or constructions that lack proper permits. Without exception, we will take enforcement measures, both administratively and technically,” said South Jakarta Vice Governor Ali Murthadho, citing Antara on Monday, 16 March 2026.
Ali stated that the building was sealed because it had not obtained Building Approval (PBG). Based on inspection findings, the building remained under construction whilst continuing development work without completing the PBG requirement.
Prior to sealing, Pemkot Jaksel had completed all procedural stages, including issuing first, second, and third warning letters (SP1, SP2, and SP3), as well as imposing activity restrictions.
According to Ali, this action also serves as education and socialisation for construction business operators and building owners to obtain permits before commencing construction work.
“If they do not, legal action will be taken in accordance with applicable regulations,” he stated.
Meanwhile, the Head of the Jakarta Department of Public Works, Spatial Planning, and Land Affairs (DCKTRP), Vera Revina Sari, stated that every building must obtain PBG before construction begins to ensure monitoring of design compliance.
Following completion and before operation, building owners must also obtain a Certificate of Fitness for Occupancy (SLF). Physical inspections confirm that SLF is essential for verifying structural integrity and user safety.
“However, the majority of padel courts we have encountered have only obtained building permits but lack SLF. If a building lacks SLF, it is not permitted to operate and must be closed,” Vera stated.
According to Vera, PBG processing normally takes 28 working days. However, stages such as design review discussions can cause delays, particularly if applicants do not promptly make corrections according to departmental guidance.
“Beyond permit issues, we have also received community complaints regarding licensed padel courts. This typically relates to insufficient socialisation with residents regarding the building’s function,” she added.
Citata invites village, district, and municipal officials to act as facilitators in resolving disputes between operators and the community through deliberation.
“Regarding operating hours, pursuant to the Governor’s directive, the operational limit is until 20:00 (8:00 PM) local time. However, violations continue to be detected and warnings have been issued,” Vera said.
Previously, Pemkot Jaksel sealed Fourthwall Padel in Cilandak, South Jakarta. The padel court, which had also drawn noise complaints, was permanently sealed for lacking proper permits.
“Today we have completed, and are currently completing, sealing at this Padel location, Fourthwall Padel, which lacks proper permits, so we are re-sealing, which had previously been sealed by the district level,” said the Head of Citata’s Sub-Department for South Jakarta, Andy Lazuardy, at the sealing site on Tuesday, 3 March.
Andy stated that Fourthwall Padel had violated regulations, specifically Government Regulation (PP) Number 16 of 2021 and PP Number 21 of 2021.
